You want to know what the best thing for rebar is? Guitar strings. Any music repair shop or guitarist will have piles of it available on occasion, and it adds a nice bit of texture. It also works great for pinning on bigger pieces. The texture on it helps give a really solid hold.

There are 2 optional steps to elevate this already great idea. 1. Glue a bit of sand onto the bigger sections of damage. This will work nicely with the lumpy foam to simulate a nice concrete texture. 2. A touch of thinned green paint along the bottom edge to give some moss/mold/lichen effect.

TIP: for the areas that still have that "bubble-circle" look after the flour-paint, brush in PVA glue and dust with the fine sand/dirt you can easily find where you park your car (seriously this crap is even in city parking; check the corners near the curb lol). Let that dry. paint over it, and now it covers the circles and gives it that "eroding concrete" look you see on old bunkers or non-maintained side-walks. :) Hope this helps!

Find an appliance store and ask (do not take, ask) if you can have some packaging from the bin they are sure to have out the back. Here in Australia I went to a store called The Good Guys and when I went to the loading dock to pickup the new washer, there was a huge bin full of styrofoam. "Can I have some of this?" I asked. "You can have as much as you want, mate," was the reply. Oh and if you want more texture, add sand to the flour/water/glue/salt mix.
