can be solved using power a point inside the circle {2*r1 * 2*r2} = {6 * 6} (PA*PB = PC*PD) any point p inside or outside the circle

Only limiting factor here is length of external tangent. If we reduce the figure such that the chord becomes diameter then both inner circles become equal with radius 3 and thus outer circle area becomes 36 while inner sum up to 18. Thus remaining area 18
