SW BOARD SPECIAL MEETING AGENDA FOR MONDAY, JUNE 24, 2024, 10 A.M.
1. Call meeting to order.
2. Presentation of staff’s initial findings regarding quadrennial rule review and announcement of August 2, 2024, virtual townhall to gather public comment.
3. Public Comment.
4. Board review and possible action regarding contested cases from the State Office of Administrative Hearings (SOAH), including Docket #510-24-10737 concerning William Swope.
5. Report of agreed orders executed by the Council’s Executive Director.
6. Report of cases dismissed by the Council’s Executive Director.
7. Status report of quarterly enforcement case activities.
8. Discussion and possible action regarding Petition for Rulemaking per Title 22 of the Texas Administrative Code, §881.21, including petition for changes to §§781.302 The Practice of Social Work, 781.402 Clinical Supervision for LCSW and Non-Clinical Supervision for Independent Practice Recognition, and 781.404 Recognition as a Council-approved Supervisor and the Supervision Process.
9. Discussion and possible action concerning the Rules Committee’s May 31, 2024, recommendation for rule change in Title 22 of the Texas Administrative Code, §781.302 The Practice of Social Work, to clarify under what employment setting and supervision an LBSW and LMSW may practice and to remove restrictions on the locations an LBSW or LMSW may practice from, while preserving restrictions on LBSWs and LMSWs authorization to practice independently.
10. Discussion and possible action regarding rule change in Title 22 of the Texas Administrative Code, §781.401 Qualifications for Licensure, including
A. the May 31, 2024, Rules Committee’s recommendation for clarification in (a)(1)(B), regarding acceptable hours to count toward 3000 hours of supervised professional clinical experience; and
B. the Board’s January 5, 2024, instruction to staff to accept ASWB’s Advanced Generalist exam to satisfy national licensure examination requirement for LMSW; April 26, 2024, Board direction to refer to Rules Committee; and May 31, 2024, Rules Committee’s objection to rule change in (a)(2)(B).
11. Board review and possible action concerning the quarterly summary from the Texas State Board of Social Worker Examiners’ Jurisprudence Exam vendor.
12. Report from the Board Chair concerning current challenges and accomplishments; lawsuits; interaction with stakeholders, state officials, and staff; committee appointments and functions; workload of Board members; conferences; and general information regarding the routine functioning of the Board.
13. Report from the Board Administrator concerning operations, organization, and staffing; workload processing and statistical information; status of rulemaking; customer service accomplishments, inquiries, and challenges; media, legislative, and stakeholder contacts and concerns; special projects; and general information regarding the routine functioning of the program.
