Replace the O rings in the power steering pump. Air gets into the system. Honda recommends only there fluid.

I have the exact same car/year/problem.A fter alot of people telling me different things like ' its the alternator"...ect ect. Its the O-Rings that go into the power steering pump. I had the Mechanic change them with real Honda ones and boom, fixed ! . He said its a real pain to change (not like on other models) . I'm in Australia and needed to get these parts. If in doubt , tell Honda your VIN number and they will tell you the correct o-rings to get. I added a reservoir code just incase. 53701snaa01 91345paaa01 91345rjl003 91370sv4000 Its not that you need more fluid or anything else. The O-rings will be worn stiff and cracked and its sucking in air.

with Honda never use after market power steering fluid. Also you'll probably need to replace the O rings cause they probably gone bad and will need to add more fluid soon. sooner or later pump will go bad.
