I think 180 days in jail with 177 days suspended while on reporting probation, 90 days of community service (cleaning trash out of the water) and a $10,000 fine would be about right.

The parents said give them community service when they need to some jail time and fine don't worry I'm sure the parents will pay it I hope they do get jail time at least they're old enough to know better they're only sorry cause they got caught

Spoiled rich kids, I don’t think a small fine for littering OR community service is going to teach them anything. Now some adequate jail time on the other hand plus a family that will take this as seriously as it deserves to be taken could have positive results.
