  @@parthasarathimondal7190 polity isto be found outside books. Like pm Modi created a great organization called NITIAyog. See that we site. Pus see the central government website for all good schemes of Modi govt. Like new good proposals of one nation one election etc. No book covers polity fully. Govt resources are best. Though some people spread misinformation, but focus more on good works, acts, bills brought by central government.

  I am making it quite comprehensive from original sources. It substantially relies on supreme court's observations, ARC reports, Assembly Debates, Sarkria Commission, Punchhi Commission, objects and reasons of each amendments, NITI Ayog material, constitutional thinkers, Website of UN, NHRC, Govt Departments, etc. The subject matter are being designed such that there is focused chapters on each topic, for example there are seperate chapters on favourite UPSC topics , especially Mains. Let us see.

  This need generally does not arise as theis is not a permanent institution. It is set up for a specific work . Each State has its rules regarding conditions regarding term of members or chairman. There are provisions for disqualification in certain cases. Similarly, Central govt also has these rules for FC. You may refer rules of central govt.

  Sir, is it right statement to say that welfare state promote equal distribution of resource?. Is there any difference between equitable distribution of resources and equal distribution of resource.

  You are basically talking about socialism. Infact, welfare state is a much larger concept. Just refer article 38(2), 39(b), 39(c) to have an idea. Carefully notice difference in language in clause 2 of Article 38 where minimisation word is used for income but for status the word used is elimination.

Promotes equal distribution of wealth. 3. Protect social well-being of its electorates. 4. Providing equality of opportunity. Sir please provide correct answer on it. I selected 3 and 4 options. But majority of answer key say 2 and 4.

  A good but tough question. In practice, in government working it is primarily supplementary grant which is used( this is the term used even for additional grant(article 115)). This happens in normal working where you need additional budget for some specified head( area of service). This head is already known but it may so happen that there may be shortfall, this is supplementary. Now within a Financial year you may have a situation where need has arisen for new service, now in that financial year only presentation is made before legislature and budget is allowed, this is additional ( article 115(a). If , without seeking supplementary grant( for existing service) the department spends money then this matter is examined by CAG and then by PAC and after that it goes to legislature and it is the next or even later financial year and this is not encougraed. Now, having exhausted the likely situation we come to vote on credit and exceptional grant Here without waiting for situation to emerge and in given situation where some anticipation can be made we can, by using Article 116(c) make an advance arrangement. This,as the word suggests, is for exceptional situation else the whole purpose of Article 112, 113 and 114 will be defeated . Hope it gives some clarity. If you need this info for UPSC, then, don't bother about it

  Sir, here in 10:00 , the clause of regulations follows under the Para 5 only. It's right beneath the clause, which is the first clause of this para 5, that subsume the Governor's special power to tellingly stipulate the legislation that won't pertain to the scheduled areas.

  352 (9) is Indira's 39th amendment. cause there was already a proclamation due to to Eastern Pakistan libration war was in force. Then in the in(famous) 42nd amendment she further modified it to give the effect that emergency can be imposed in a section/part of the as opposed to the emergency encompassing entire territorial mass of India. Janata government didnt repel it in the 44th amendment, in fact merely renumbered it

  Sir, as far as Tribal Advisory Council (TAC) is concerned, according to para 3, if President so wishes, the GOI can set up TACs in those states which are not recognised as states comprising Scheduled areas under schedule 5, if the GOI finds ST population is in propenderance? I have one more doubt regarding the role of judiciary, if it so wishes could direct (not necessaraly employing a mandamus) to set up such advisory council to those areas which are not currently under the 10 states considered under this schedule ?

  5:50 Sir, You have insinuated the Second Adminsitrative Reform Commission Report having suggestions on APara 3 of Vth Schedule. The Commission set up by UPA I under the Veerappa Moily has submitted 15 reports on various matters in 2006. Could u please specify the one in which i can refer this matter ?

  6:45 is it necessary that directions extended to States regarding the scheduled area administration has to be binding on the recommendation of the governor's annual report above mentioned? A non compliance with such executive direction may leads to the imposition of president's rule as per the article 356 under article 365?

  Sir, during the perusal of Schedule 5 itself (in Para 6 in Part C) I can't find any direct enumeration of states but a mentioning of President's order which is to bestow the schedule area status time to time. 1:44 the notification of states would come with the presidential order, right? it would necessarily get a mention in the Vth Schelde itself ?
