This lecture primarily deals with the process by which the annual financial statement is presented before the parliament. The powers of the houses in terms of debate and discussion. The role of parliament in respect of demand for grants( other expenditure) and it's limited role in respect of charged expenditure is also covered.
Please also refer text book of your choice. Lecture only supplements and is purely academic

    A good but tough question. In practice, in government working it is primarily supplementary grant which is used( this is the term used even for additional grant(article 115)). This happens in normal working where you need additional budget for some specified head( area of service). This head is already known but it may so happen that there may be shortfall, this is supplementary. Now within a Financial year you may have a situation where need has arisen for new service, now in that financial year only presentation is made before legislature and budget is allowed, this is additional ( article 115(a). If , without seeking supplementary grant( for existing service) the department spends money then this matter is examined by CAG and then by PAC and after that it goes to legislature and it is the next or even later financial year and this is not encougraed. Now, having exhausted the likely situation we come to vote on credit and exceptional grant Here without waiting for situation to emerge and in given situation where some anticipation can be made we can, by using Article 116(c) make an advance arrangement. This,as the word suggests, is for exceptional situation else the whole purpose of Article 112, 113 and 114 will be defeated . Hope it gives some clarity.
