What I'm confused about is that the iodine gains 1 extra valance electron making it have 8 total valance electrons. So how is it still able to bond with the oxygen when it has no more binding electrons

Regarding ion even if our compound is not does not have a charge but it is one of the diatoms do we say its an ion ,I am referring to the question that you were explain when I check the copper sulphate has no charge but we equated sulphate to its ionic charge of -2 ,so want to know if is it always that case or there is an excerption

Good question! Molecular geometry and symmetry can help sometimes. And the presence of functional groups (like hydroxyl groups in alcohols) is helpful. An I suppose you could test it experimentally as well.
