    Promulgating Regulations is totally separate and apart from legislating th law that governs it. Lawmakers ensure when you legislate that the law has boundaries stipulated in it that must be adhered to during the Regulation process. Regulators - Regulate consistent to the specific provisions of the governing statute legislated

    When you watch enough of these you will realize that all of these corrupt people never answer a question directly. They know that there is only two minutes and they are trying to run out the clock. They always say stuff that doesn't matter and if pushed they will simply say "I will take that back to my staff and circle back with you".Or like with the FBI, CIA, and DOJ "I am not going to answer that because it is under investigation." That means that they are not investigating it and simply waiting for the clock to run out in four years. That is why congressmen always ask yes or no questions because if they answer directly, you know they are not corrupt and have nothing to hide. If they don't answer directly they are all hiding something like a $2.5 million home that the taxpayers paid for. But at least you said both sides so you are starting to wake up to how corrupt both sides are.

    Boebert wasn't interested in her blathering inane nonsense and wasting the time that she (Boebert) was allotted to be able to ask questions to a specific point and purpose. The witness had already made false statements about agencies not overstepping their authority and was continuing to try and defend these agencies and waste time despite Rep. Boebert trying to redirect the conversation back to the questions she had initially asked. That is how these agencies remain free to overstep their authority and strip citizens of their freedoms -- not being held accountable. The sooner people like you realize this, the more freedoms we as citizens will retain.

    Yes that is exactly how it works. The member gets very limited time and will interrupt and/or reclaim time if the witness proceeds to speak beyond a yes or no. Also, the committee chairman could have made ruling that the witness did not get to answer a question, but he didn't do that. There is also no rule that am actual question must be asked of the witness, the member can speak for the entire time.

    Agency officials are not "taking it upon themselves" to do anything. Ms. Boebert is seriously ignorant (actually, we could put a pin in my comment right there!) of how the Administrative Procedure Act (APA) (5 U.S.C Ch. 5) and the Congressional Review Act work. Officials can't "take it upon themselves" to make or change regulations or law. And Congress has pre-notice, and the ability to repeal, any regulation an agency passes. Congress's APA requires every Administrative agency to follow a laborious and ridiculously slow processes when developing and implementing regulations. Agencies have to notice all industry businesses and other potentially effected parties about the possible creation of a new rule; they have to publish the proposed rule; they have to accept submitted comments/ objections/ alternative language proposals; they have to hold open-to-the-public hearings where lobbyists and special interests try to shoot down the new rule or propose alternatives which are in the special interests' favor; they have to write a report which explains why or why not each and every public comment/objection/proposal was either rejected or incorporated into a final rule proposal; then give lobbyists and the public another comment period once the final rule is proposed. The Congressional Review Act empowers Congress to pass a joint resolution (an expedited legislative process), to review, OVERRULE, REPEAL and write specific legislation in lieu of the newly issued federal regulations. Agencies have to give both houses of Congress and the GAO a copy of the newly issued law, and wait a period of time before starting to enforce a new rule. During that time, GAO reviews the regulation, and reports to Congress whether the GAO thinks the regulation is reasonable, sound, workable, etc. If anybody in Congress wants to overrule the agency rule, they can use a joint resolution (an expedited legislative process) to repeal it. Once Congress repeals a rule, the CRA ALSO PROHIBITS THE AGENCY FROM reissuing a substantially similar version of the rule or issuing a new rule that is substantially the same "unless the reissued or new rule is specifically authorized by a law enacted after the date of the joint resolution disapproving the original rule" (5 U.S. Code § 801(b)(2)). So either Ms. Boebert is too damn lazy AND/OR TOO DAMN STUPID to read a GAO report and then sponsor a joint resolution. OR no one else in Congress had a problem with the regulations she's complaining about (or were too busy accepting Corporate bribes, oh let me rephrase -- donor class campaign contributions -- to seek to repeal the regulation). Because if ANYONE in Congress had lifted a finger to stop the regulations she's complaining about, they'd have never taken effect. Either that, or Forbes (or some other Corporation) has given Boebert more bribes -- er campaign contributions because the corporate special interest failed, despite spending a lot of money on lobbyists both during the rule making process and during congressional review, to get any Congressperson to repeal some rule before it took effect. Either way, Forbes shouldn't be lauding Boebert's ignorant, rude, and incompetent Congressional oversight. Their media money would be better spent buying another politician who can get the job done for them.

    Congress has indeed given these agencies the authority to create regulations that do pack a punch (statutory) if they're broken. And there lies the problem because the POTUS whose executive branch manages these 18 or so departments and agencies use them to basically create what amounts to laws without Congress. It it legal to do so but it is clearly an abuse of these powers. Something has to be done by Congress to get this corrected but it won't because both Dems and GOP want their presidents to have these powers.

    Having watched the blatant disrespect from democrats toward not only witnesses, but republican members of congress, the blatant disrespect of the law by democrats for 7 long years, and the outright smug denial of anything that remotely looks like cooperation from these various agencies, I heartily approve dishing back what they dished out. It is also QUITE refreshing to see them stutter, gesticulate, and grumble while someone 'speechifies' at them instead of letting them drone on about anything and everything except answering the questions they are asked. Truth is not a lack of decorum ~ her house did cost millions ... but it is no more important than the Sackett's home. The truth is that EVERY one of the alphabet agencies was created solely by Congress as an end run around the constitution and the restrictions it places on the government. The truth is that those who question any of these agencies run away power grabs 'now' has only themselves to blame; if the House wants to slow them down they need to defund them. If necessary, defund everything, including their payroll budgets. Take away the very last penny and tell them that Congress is taking back control instead of farming it out, and that the government is going to work within those Constitutional restrictions for the benefit of the American people. It won't happen because the uni-party power hungry love spitting on our Constitution ~ and that uni-party is just about 97% of the 535 sitting right now. I can count on one hand the few who genuinely and consistently work not only for their constituents, but for all Americans ... and for America. Most of these arguments are nothing but lip service and a dog and pony show.
