Years ago I worked for a government department. The unofficial motto was "we have to be seen to be doing something". Actually doing something, let alone doing it competently, was a secondary concern at best. Watching this show brings back so many memories.

Dr. Thomas Sowell was a communist before working in the U.S. State Department. Running into the same situations as you did, and coming up with solutions that nobody was interested in, he started looking for evidence that his own beliefs led to anything good. Discovering quite the opposite, he became a capitalist, convinced of the incompetency of governments and the idiocy of intellectuals.

Seeing Hacker loose his mind when Humphry tells him the long list of reasons as to why the staff are there, all the while ignoring that actually the real reason as to why there is no actual medical staff at the hospital is because of decisions made by other departments which he has no direct control over because the thought of him not being in control terrified him, is quite entertaining. He is like an ignorant glory-addicted child: he doesn't want to accept that he just doesn't want to take the time and effort to understand why the hospital isn't opened he only cares about what the simple-minded popular people who criticise him say, and so he stamps his feet in impatience and when it all comes back to bite him later on he panics.

Since India became a colony of East India company first and then when British monarch took over its administration by having the ICS until its independence in1947.After which India Indianized the ICS to UPSC .The governance of our civil servants at the highest echelons of government is much worse. Having introduced the infamous quota system which selects these civil servants not by merit but by quotas.Which the British would certainly not done in India. I myself have given this exam ,choosing Indian Foreign service as the first choice, but also sat for post graduation in English literature. But even in our academic system the quota system appears. And this infamous quota system is there not only for 5 or 10 years after our independence but has got entrenched in our academic institutions without redemption.

@@samsowden You mean there are *still* conspiracy theories floating around regarding _"Fair Usage Policy"_ under International Copyright Laws Sam? That's incredible! KZread stopped using *ALL* algorithms to detect illegal breaches of copyright, way back in May 2016, when the UK and US governments agreed to a joint fair use policy. Then I think Australia, Canada and Japan signed up to it next, followed eventually by the rest of the world with very few exceptions, most notably China, North Korea and some of the smaller African countries. All anyone has to do to comply these days, is acknowledge who owns the original copyright in the info beneath the video if known. In other words, avoid claiming it to be there own property. So you, I, or anyone else could upload full HD episodes of _"Yes Minister"_ to KZread *as long as* we acknowledge in the written blurb underneath, that the copyright of the material is still owned by the BBC. Sorry to be so long-winded, but I hope that's clarified things for you? Take care.

I have posted information below. It is from Wikipedia, so take with a grain of salt. They are usually broadly correct, although there may be incorrect details. This always has been very interesting to me, (The British Prime Minister's abode.), as our President's Official Residence is The Élysée Palace on the Champs-Élysées, 8th arrondissement and the French Premier, (Our PM.), lives at The Hôtel de Matignon in Paris, located in the 7th arrondissement, just south of the Champs-Élysées, and both residences sound a bit Posh. The British PM sounds like he lives just up the street and commoners can just drop round for a spot of tea and a biscuit! Probably not, but I'll just imagine Boris sharing a pint with a constituent. -1-8 Downing Street were the houses between Number 9 and Whitehall that were taken over by the government and demolished in 1824 to allow the construction of the Privy Council Office, Board of Trade and Treasury offices. -9 Downing Street, named in 2001, is the Downing Street entrance to the Privy Council Office and houses the Department for Exiting the European Union. (Booo! That's me, the girl making this comment, not Wikipedia, sorry. We'll miss you Brits and Scots, Welsh and N. Irish.) It was formerly part of Number 10. -10 Downing Street is the official residence of the First Lord of the Treasury, the Prime Minister of the United Kingdom. The two roles have been filled by the same person since the 1720s with almost no exceptions. It has fulfilled this role since 1735. Originally three houses, Number 10 was offered to Sir Robert Walpole by King George II in 1732 and now contains approximately 100 rooms. A private residence occupies the third floor and there is a kitchen in the basement. The other floors contain offices and conference, reception, sitting and dining rooms where the Prime Minister works, and where government ministers, national leaders and foreign dignitaries are met and entertained. At the rear is an interior courtyard and a terrace overlooking a garden of 0.5 acres (2,000 m2). Other residents of 10 Downing Street are the Spouse of the Prime Minister and family, Downing Street Director of Communications and Chief Mouser to the Cabinet Office. -11 Downing Street has been the official residence of the Second Lord of the Treasury, the Chancellor of the Exchequer since 1828. The residence was built alongside the official residence of the Prime Minister at Number 10 in 1682. -12 Downing Street, formerly the Chief Whip's Office, houses the Prime Minister's Press Office, Strategic Communications Unit and Information and Research Unit. In the 1820s it was occupied by the Judge Advocate-General, although it remained in private ownership. It entered government hands when purchased by the East India Company in 1863, and was occupied by the marine and railway departments of the Board of Trade. It was badly damaged by fire in 1879, and underwent further changes. -13 Downing Street was originally part of 12 Downing Street before the housing area was partially re-built and re-numbered in 1876. -14 Downing Street formerly closed off the western end of the street. It was leased as a town house from 1723 to 1797. It was acquired by the Crown in 1798, and was used by the War Office and Colonial Office in the 19th century. Some parts were demolished in the 1860s, and by 1876 it had been removed completely. -15-20 Downing Street, long since demolished, were at one time houses leading up to Horse Guards Road. -15-16 formerly housed the Foreign Office, which also occupied two houses on the south side of the street. -18 was occupied by the West India Department of the Colonial Office -20 was occupied by the Tithe Commission.

@@mygaffer Yes, I have the choice to watch a video, or not. If it is well done, I will, if it is a butchered mess then I won't, and not my fault if the channel loses viewers, and income from YT. I have seen the series elsewhere, once when these episodes came on on TV, and years later on other web sites.........for free as well...:) But if you like watching rubbish videos, then that is your choice, and hope you enjoy them...:)
