@@NickC-Ohio They will take away his title, his right to be called "Sir". He will not be _Sir Humphrey Appleby._ Just a plain Humphrey Appleby. The plan is to force Sir Humphrey (and the Civil Service) to choose between a very valuable pension and his title. The Prime MInister and his advisor are proposing that when Sir Humphrey retires, he can either take the money or keep his status. Not both.

I LOVE Sir Humphrey's double-take at the suggestion.
The civil service is always so calm and in control, but when they're backed into a corner they fall to pieces in this show.

Maybe it seems that way in this clip, not in the context of the full episode though. Sir Humphrey is intentionally allowing this pay claim to be scrutinised as indefensible so he can discredit Sir Frank (who was becoming popular with the PM) and simultaneously put up his own equivalent pay claim which has been 'fiddled' to consolidate his position as cabinet secretary/head of civil service and to win favour with the PM who had threatened his position previously. One of the more masterful moves Humphrey makes throughout the series.

They're a combination of smiling incompetence and protocol. They will tell you to your face that their hands are tied, and then dissolve into a giant book of rules they simply must follow as ''that is how it has always been done.''

@@lachyt5247 True, but he was put on the back foot, focused on not putting the pay at risk. He couldn't find a way to defend the position while undermining frank at that time. So he pretty much let's frank sink, while trying to keep his distance. That part where renouncing pension or honors was where he nearly tried to defend that it being a bad idea. But was unable to work out a defence, he realized he can't defend and the only option was to throw Frank under the bus by not defending the position.

The British civil service in this show is depicted as calm and in control, when everything is running the way it always has. They get flustered when things change, or when they're asked to justify something whose only justification is, "That's how it's always been done."

@@danieldickson8591 that's true, but I'm sure the writing is also trying to establish the character of the PM's advisor partly by how other characters react to her. Probably also to imply sexism: the idea that they would patronise a weaker female but don't know how to handle those with more determination. Disbelief needs to be suspended since if Hacker had made these proposals firmly but on his own, Humphrey and his colleague would have responded with blether but a lot more confidence.
You missed the best bit, where Humphrey says only if it becomes government policy to pay seniors less than juniors and includes Cabinet ministers and Backbenchers... suddenly the Prime Minister loses all interest in that proposal.
This clip was cut off too early if it had un on for another 20 seconds you would have seen a masterful recovery from Sir Humphrey.
This show always had a great supporting cast, as well as the two main leads who were brilliant.

I love when Appleby starts stuttering. And now we have Gordon that does it too! Two embarassed public servants for the price of one. What's not to love?

This kind of British humor is the GREATEST in the WORLD!

I loved it when "the dear lady" stood her ground and got the men all in a fluster. This is the tv way of our governments looking after themselves and sticking two fingers up at the rest of the country. It's a case of i'm alright jack !

The ropers are heing aired in a spanish channel in the early hours and youngsters coming hack from long nights out are loving it, a near 100.000 viwers, they were huge here in the day. Yes, bring them all back.

The new civil servants get a pension based on their average earnings not their final salary, still ok but not the pensions of the old days. Its the same in police, army ......

Yes, Sir Humphrey got the help of his old boss Sir Arnold to use some "skillful accounting" to make the Civil Service pay increase looked reasonable at 11% not 43% as they had planned.
Just a shame Labour dont back the private sector like they do the public sector!
A lot of this is still very relevent today, nothing changes.
Why the hell does Dorothy have so much power and such a condescending tone? She is just a political adviser. Sir Humphrey and Sir Frank can just have MI6 erase her at any time.

1. Because this isn't that kind of comedy. 2. The character is one of the few who is definitely on Jim's side and can put the civil service in their place. Her mysterious disappearance would not go unnoticed. And 3. It would be easier to send her on a "fact-finding mission" across the Caribbean, Hawaii, and the best resorts of Australasia. That's how they got rid of Jim's previous political adviser. Sir Humphrey and his colleagues use systemic greed and hypocrisy run things behind the scenes.
Im confused, why are titles structured this way? “Sir (first name)” and then “Mr. (Surname)”. Why not “Sir (surname)? Why is it not “Sir Appleby”?

@@evanputterill8286 I suspect the problem is that private sector pensions are pre-financed, while public sector pensions are financed from the current budget!
