Does it transmit at full power out of band? What about the ftm-300dr?

I didn't modify mine. I was showing how to modify the FTM500. My friend did his and it will transmit in the GMRS frequencies.

I have the same radio in its box for the last year I don't install it because I don't if need software for programming

software is on Yaesu website for over 6 months now

You don't need software to program it. It does make it easier, but it's not necessary and the instructions on how to do it are pretty clear in the manual.
