WTVH Emergency Broadcast System Test (06/25/1990)

A test of the Emergency Broadcast System from WTVH, the CBS affiliate of Syracuse, New York. This aired on June 25th, 1990 after an episode of "Guiding Light".
This is another one of those tests which uses electronic graphics during the opening and closing transcripts, while also using an old-school art card during the transmission of the attention signal. Judging by how the card looks, I'm gonna say its fairly old, probably dating to the 1970s. Also note the EBS Zone Map depicted on the card, I assume they are meant to show the different EBS operational areas used in central New York.

    That map was used for many years by a lot of upstate New York stations during tests to show their respective broadcast areas.

    On the attention signal part, it looks like the slide from WGRZ 2 from Buffalo with the map of the operational area with the CD logo on the lower right. WGRZ EBS test was once on KZread around 2012-13 that was removed since.

    We know the Emergency Alert System replaced the EBS years ago. If they were gonna do that, I would suggest they keep the original EBS format with some updated messages to announce before and after the test, for example: [1] _"We are now conducting a brief test of the Emergency Alert System, this is only a test..."_ [2] [test signal] [3] _"This is a test of the Emergency Alert System. Many broadcasters in this area, in voluntary cooperation with the FCC, FEMA, state and local authorities, have developed this system to keep you informed in the event of an emergency. If this had been a severe weather warning, Amber alert, or other actual emergency, the attention signals you just heard would have been followed the latest news, instructions, and other official information. We serve the Central New York area. This concludes our test of the Emergency Alert System..."_
