Many people in the New Testament were referred to as Apostles (ie. Barnabas - Acts 14:14) since this word means envoy or messenger. Only those, however, who were selected by Jesus (Paul was chosen by the risen Christ and Matthias - Acts 1:12-26 - chosen by the Spirit through lot selection) were counted among “the” Apostles who received the empowering of the Spirit on Pentecost Sunday. Hope this clarifies. - MM
