Wigan’s Worst Hoarder ~ Nightmare Tenants Slum Landlords

In Wigan, letting agents Karen and Gemma have no idea that a routine inspection is about to turn into one of the worst hoarding cases. Charlotte, a mother of two small children, is refusing to pay rent because of the poor condition her flat is in.
This series follows the eviction specialists whose job it is to tackle tenants who can’t, or won’t pay the rent, and local authority housing offices tasked with going after rogue landlords. We also follow the work letting agents dealing with problem tenants.     A lot of renters aren’t willing to do any maintenance, basic things like sweeping the hall or in front of the property, changing the smoke detector battery or just picking up a $10 toilet seat at the store. They want the landlord to do every little thing. I told my landlord to get me a small tin of paint so I could touch up the door myself whenever it gets scuffed so that the entry hallway to the building looked decent. There’s a lot of bad landlords, but if you care about where you live, you should at least make some effort

    @@nickimillennium Unfortanly, in many places in the US, touching those is a BIG No-No. People rarely read their renters rights or even the lease/rental agreement, but most ask you to give access to maintenance to change those batteries. Taking them down is a HUGE fine!

    Oh yeah, she's a scammer alright, Boohoo my kids , not paying rent and rejecting landlords past entrance , messing with hydro etc. Then contracting outside help to get out of rent . What a troll , living in squalor with kids just to get out of paying.

    Me too. My husband and two children died, I became disabled and live alone and the depression becomes so severe- plus I have so much pain from my disability.     Agreed. There was lots of holes in the wall, smashes toilet. I bet children daddy was around doing some domestic smashing and she covers this up. I really doubt the window was smashed by a ball

    My thought exactly. That toilet was disgusting and totally not suitable for two young kids. Where is the kids father/s in all this? I noticed there was another man in her flat when some of the repairs were done.

    Can clean with no water. Just excuses to be nasty lazy pig. Dont need water to take out trash and sweep floors. Diaper wipes, windex, paper towels will do alot of cleaning and no water needed. I have cleaned floors with nothing but a box of diaper wipes. I have washed floors and walls with windex and paper towels. I bet my neighbor has hot water, maybe even some soap and a bucket. There is no reason to be a pig. Ive had neighbors ask for trash bags and cleaning supplies. Well i share a wall and walk past your door to smell it. Here take all you need and if they ask be surprised how many will give cleaning supplies.

    I feel sorry for the landlords. Of course the landlords are responsible for structural problems, but not the cleaning of these properties. These tenants need to clean their flats, being poor is not an excuse for lack of cleanliness!

    I understand that the children should be monitored by Children and Family Services. This young woman needs help as well. If she could have the support to learn how to cook, clean and care for her children she would cope better. Please have compassion for these people, they just do not have the coping skills required to live a happy and productive life. Instead of judging and complaining, start helping these people. It would mean lower crime rates and less tax money spent dealing with the fallout of these situations.

    Sorry but that woman in Harrow should be ashamed of herself leaving that toilet so dirty. How unhygienic for her kids. Perhaps if she tried tidying and cleaning up each night she would get more sympathy for the other bad conditions. Many of the older generations lived in really bad conditions but the mother/parents ensured the rooms were kept clean and tidy. I wonder if everything was done workwise on the flat, just how long before it was in a dirty state again? She owes £9,000 in rent and also decides to remove wall mounted heaters, so it is more to her liking. No sympathy from me but perhaps her kids should be looked after by social services.

    When you rent a property OK, it is not yours, but you have to live in it, so you maintain it little bit. I don't mean big jobs. I am on the landlord side here. I rent a property of the council. Its not mine, never will be but I still maintain it. But the likes of the electric & the gas. I let the landlord sort that out.. But little repairs like tiles in the kitchen. I would do myself or get somebody who can do these things for me.🤔🇬🇧

    Well I have lived in my flat for 17 years and I have never had a problem. Why? Because I maintain it? And why do I maintain it because I am the one living there? Some people even phone the council up because the doors come off the hinges instead of getting someone , or yourself to screw the bloody door back on . Simple 😂🇬🇧

    Well, LOL, it is a bit more nuanced than that. I have a feeling you know that, however. In my city, the rent is obnoxious! I pay over $3200.00 month in rent ( about £2511.00 ) and a mortgage in another state. I guess we shall see what happens.

    The property managers are so lovely, compassionate and understanding. I have an adult son who can suffer from serve depression and Ive seen it cripple him so much he lost his full time job. Mental illness can seriously hi-Jack a person life. My son 3yrs on still finds it really hard to return to full time work and on meds for the depression. Hats off to the agents showing compassion and seeing where it is generally needed it's very hard to cope with mental illness, depression on your own and I really hopethis guy gets help ❤️❤️to him

    Im in my mid 30's now and doing very well but I had a few years where my mental state made my life a mess. Also lost my job and couldnt keep my apartment clean. My parents both supported me so so much and without them I dont think I'd be here today. I literally hit rock bottom. Please keep supporting your son - it means the entire world to him - even if he doesnt always show it 😊

    I don’t even have mold problems in my house and I never close the bathroom door if I can help it and I leave the window open as long as it’s not humid after showering. Once mold is established of course it needs proper remediation but a lot of times it’s preventable. However, in this case, I’m sure she moved in to the flat with mold the landlord seems like a scumbag regardless.

    If you actually have a bathroom window that is, my flat doesn't. I've had to buy dehumidifying equipment to combat it as that extractor fan is useless against it. Me and my landlords both agree on what a crap design that bathroom is as it's caused no end of problems, and that's using the term, "crap" as placeholder for other not so kind words.

And she needs to dry any condensation on windows. She's not paying any rent and its obviously getting paid for her as she's on benefits, she's dishonestly keeping it.

    Part of me feels sorry for the landlord. She doesn't seem to be paying rent so perhaps the landlord is refusing to carry out works on the property on that basis? She has kids and doesn't seem to be making any effort to clean the property. Absolute tip to let your kids crawl about in that!

    Unpopular opinion.. She decided to breed and now put responsibility for her kids to others. This your children, your decision. You had one child, then got 2nd. it was hard before, did she think it will be easier with 2? She did not pay 8k, if she care so much about kinds, she would already rent for that money different place. People must stop putting responsibility on others

    She is such a fraud! She plays the victim game to avoid paying , but she says its him, saved a lot of money staying for free. Even if he you think he is partly to be blamed, it doesn't make sense coz he gains more from her paying rent than the minor fixing...Losing 8-9k is much worst than the minor fixes needed to be done. Dont trust her one bit with the plug!. Im certain she did it! He has nothing to gain but liabilities but she can use that as excuse to avoid paying. 1K/month is a lot for her. She plays the victim drama classic here to deflect responsibility to him. Very dangerous people.     Over-breeding is a SERIOUS problem in the world. Nobody wants to really talk about it - most just say - oh it's the woman's choice how many kids she has. However, resources (food, wealth) and housing are in short supply, and that's why wars are fought.

    The lady in the flat has not paid rent for months . She owes 9000 pounds she has ripped the landlord off. Why should landlord pay for repairs when no rent coming from tenants. Tenant could of paid for everything to be done out off rent she has not paid to landlord .     Let's be honest here, if you have benefits stopped, it means that you missed an appointment and you are the one to get yaself down job center and sort out a claim. For people who live dirty and disgusting is actually down to you and not the landlord. Always try and inspect a property before a move in date.

    That fuse from the Harrow house didn't walk away by itself. I don't believe that a landlord has any interest in taking it out. I think she or someone she hired tried to do DIY or possibly something to do with the electric meters a bit like the guy stealing electricity. I think she should pay for ripping off the radiators and for the hole in the wall. The landlord should take her to court for that. She deliberately sabotaged the property because she wants to be moved and in the process put herself and her poor children through hell. This is what people mean by saying "cutting off your nose to spite your face". She is reason why people do want tenants on benefits.

    I live in low income housing in Washington. My landlord is a slumlord. It took 3 years to get my smoke detectors fixed,, my dishwasher fixed, a water leak fixed, 2 weeks to fix my fridge, 6 months to fix my stove, and I pay my rent in full every month. there is so much wrong. It's either you deal with it or be homeless. before anyone suggests contact authorities. I have contacted tenant rights board, city council, county council, housing authority.

    @@andrewjoseph149actually, most rented out homes (maybe not apartments) are rented out by *a* landlord, *not corporations* or landlords owning 10-20 homes. Like me, these small landlords rent out their personal home to be able to handle family matters, such as an aging parent in another city or state. Empty homes invite criminals, drug abusers, and squatters, so a renter in a home keeps them away. Best thing to do: get a property manager or be sure to do a background check looking for criminal or eviction activity. I love my renters, they do little repairs like tightening the screws on kitchen drawer handles, and cleaning the dryer vent all the way outside. I’ve been quick to replace old hot water heater installed in 1989, fixed leak in refrigerator water dispenser, and replaced 25-yr old air conditioner, and fixed a fence between the neighbor’s and my property to ensure big dogs can’t jump over. My intention is to reclaim my house when my parents pass, so having a long term renters is working out well for me. If I decide to sell and not return, I will give renters first rights to purchase before I put it on market.

    Can you not see the fear and anxiety running through her? It is all over her face. That place is a dump AND it is in a drug infested area where she is scared to go outside. She is just a young woman with 2 little ones depending on her for everything and she needs a break! You can't tell me the landlord doesn't have a key to that unit. He could have entered to make repairs at any time, with notice. There is no requirement that the tenant be there while repairs are made and it should have been done 8 months ago.

    Double glazing will not fix the condensation problems. Vents and education in how to manage her living space will. The tenant also has to meet the landlord halfway and not be keeping the windows shut 24/7, nor should they be drying clothes indoors unless there's a window open. Yes, the flat is in a bad state, however not all is down to the landlord. The tenant has to take responsibility. I see that there is/was a partner in the flat at some stage as there's photos of him visible in the footage. There's punch marks on the walls, damage to the rads and hot water suggesting that the relationship was volatile and/or controlling in some way. The tenant needs to be honest regarding the damage and the missing fuse to the hot water tank. Honesty can go a lot further towards getting things rectified and a life back on track than being aggressive and obstructive.

    I live in NZ and I rent. Most rentals here have an inspection every 3 months and we pay rent weekly, no chance for the property to get filthy or to be behind in rent.

    What a sad f×@$in excuse for a landlord.....I understand trying to save money when and where you can....but literally putting that rotten wooden window back in is too much.....he should really seriously be ashamed of his self. He doesn't need to be a landlord at all....he should be banned. I guarentee his house isn't in that shape

    The whatever she is with the paychecks (kids) is an abusive tenant and as a landlord myself I AM POSITIVE SHE CASUED most of the damage. Clearly she doesn't clean properly and wants to play the victim so she can live rent free. I would have evicted her without doing ANY repairs and then completely remodeled the apartment.

    I do not understand one thing - that woman who rents and does not pay because prostitutes having sex on the block blah blah blah - first of all how is that a fault of the landlord, second - WHY DID U RENT IT ?????     It's a council property, it was the free housing she was assigned. You can't really pick and choose with council housing. However, if the property is condemned, she can be assigned a new house.

    I have little sympathy for Charlotte. Nobody asked her to have 2 kids with no father around. Most of the damage I can see are things that she or the kids or visitors did. It looks like she took the fuse out herself so as to be able to turn on the tap and claim "look, I have no hot water". She won't pay rent and is behind to such an extent she will never be able to catch up. The landlord should evict her. I suspect it's what she wants, in order to get a nice council place. Those fatherless children are great leverage for getting the council to house you , and so you don't have to work and pay rent.

    I'm in the US, but we have the same problem that our countries should not allow foreigners to own real estate and have rental property if they are not citizens .

    charlotte did those things herself.. she pulled then fuse, broke the window, removed the radiator, etc because she knew they would be violations.. Tip: you can put the fuse back in and the water heats up, then you can remove it again and it looks like a violation.. shes a perpetual victim..

If you're as pedagogically impaired as they are, well ... that sounds like a personal problem to me. There is NO EVIDENCE that she sabotaged her own apartment just to play the perpetual victim.That is an assumption, not factual.     I’m a landlord and I have made it an express decision I do not rent my properties to single mothers . They are a nightmare , after I had one that owe me 20k euros and refused to pay it and the court expect us to maintain other people children . I even don’t have children myself because I think I need to be more financially stable

    I agree. Its irresponsible to bring children into the world without owning a home or even having a partner who wants children. I lost my husband in an accident, but we were married, bought a small home with a plan to buy bigger. But at least we had a home before he died and I became a single mother. I do think men also need to take responsibility and not have unprotected romance with women who they dont want kids with.

    There are some terrible landlords and also a lot of lazy people think they can have it all for free. It's sad when you see kids in middle of it which means a new similar cycle will start.

    if you cant respect your own property enought o put smoke aarms or fix a broken window then its perfectly within any sane tenants rights to withold payment until its fixed and it shouldnt require a tv crew and the council or the courts to force you to to the basics. people who cant even tie their shoelaces should never become landlords, so many dodgy landlords in this country. slumlords usually of the baby boomer generations with multiple houses they were given cheap by the govt decades ago so they dont respect their excess properties like their own home

    It’s six and half a dozen, there are as many bad landlords as tenants, we were in a situation where I paid the rent on time, maintained the place well but ended up being turfed out with a months notice as we didn’t get on with the neighbours who’s son played loud music all night, but who’s mum was best friends with the landlord. If it wasn’t for the council we’d have been homeless with two babies. And I earn good money, so this isn’t just a problem for the poor

    If, and it's a big IF, she's getting benefit...UC would include Housing benefit, yet she's £9,000 in debt....one needs to ask, if she's getting full rent allowance.....where the fck is that money?

    Depends on the local area housing rate,housing benefit is capped and doesn't cover the rent fully in private rented properties it does in council houses. In private rented the tenant has to top up towards the rent price out of their benefit to live on.

    I wish I knew about the property prohibition order by the council. I took on a tiny house that was so damp there was condensation running down the walls, fluffy white mild growing on the walls, little hot water and only an old single gas fire in the small lounge, no other heating to keep the damp from the river at bay. It destroyed my clothes, everything was wet. It was awful. I moved out once the 6 month tenancy was up. There was a flea infestation from the old carpet. Just horrendous. The landlord did nothing.
