Yes according to Lonely planet. However, many magazines rate countries differently. One magazine will settle for country while another different country. It depends on which country and how many tourists and businemen who visited the country are interviewed. Nairobi is indeed one of the centres of Africa apart from Johannesburg, Lagos, Abidjan. Johannesburg is the financial and economic hub of Africa with JSE being the largest stock exchange in africa. It's also the headquarter of the main banks and insurance companies in africa. The list goes on.
