    You have one inaccuracy in your power calculations - you forgot that when the heating element gets hot its resistance is actually increasing which causes a reduction in the current and power consumption. For the heating element this increase can be about 20-30 percent, then the consumed power is going to be about 2KW. When you start the heating element there will be inrush transient current till the element heats up starting at ~2800W.

    There is a breakdown of insulation and active is going to earth. A visual inspection and a test of insulation resistance would have shown that.
