They should be legalised, then made to a specification like E-Bikes 25kmh. No license. no tax, no insurance. Not allowed to ride on the paths. Treated like a bike.

E-bikes are electric assisted and require the rider to pedal, a E-scooter is full electric with no work required from the user. They are also much more dangerous specially with the conditions of a a lot of roads in the UK. Also since they have no need for the user then they will always be classed in the same category as any moped.

@@Brian-om2hh I stand by you concerning pedestrians being injured. But if the government were legalised E scooters on roads and on cycle lanes only there wouldn’t have cases like these. Should also be mandatory for wearing helmet ? The answer is ABSOLUTELY YES. A plus if with signal indicators ( like mine). Should we be able to get an insurance, the answer is yes. A number plate , yes… But what baffles me much more is one can’t ride an e scooter with a seat attached to it. Others countries have banned this type of riding. As for saying that riding e scooter is ILLEGAL. How come riding an e scooter becomes illegal where there is any law drawn yet? Only trials. In general RIDING ON A PAVEMENT is illegal so be it a bike , e bike , a moped , a car, there are some allocated places to do so called road and cycle lane. What should the Government look at is this type of transportation is producing zero carbon emission instead of quarrelling one another.

There should be two separate categories : - 1. Low power, speed limited, permitted on pavements and not on roads 2. High powered, unlimited speed, not allowed on pavements, must have front and tail lights, helmet mandatory, simple licence required. A couple of years ago there were masses of electric scooters on the roads of Paris - a practical and environmentally friendly way to get around the city quickly.

Checked for what exactly? And safety gear isn't obligated for cyclists, nor is it a bligated for motorcyclists if you are a Sikh... Crazy, right? Let people take responsibility for themselves. No forcing this and that. Let e-scooters on road, if there's a problem, they sort it out like mature beings.

Essential to have an age limit and proof of having taken a Rules of the Road certified course and have penalties for misuse

@@davidlovick-tee9003 a bicycle it’s not the same as an e-scooter. You have to be fairly fit to ride fast and accelerate fast in a bicycle, and you can’t do it all the time. This is a motor vehicle, a completely different beast. Also, you should be taught some basic knowledge about road safety and what road signs mean. Would you send your kids on a bicycle without this knowledge? Don’t schools teach it as well? I’m just saying, some knowledge is needed. And having some sort of certification to show you have it and are liable to follow it doesn’t seem a bad idea. It’s like on one side you want things as they were, while wishing for a Revolution in transport…. 🤷‍♂️

I rode my 12.5 mph voi rental scooter to work and the last few miles there are no cycle ways so was on the road. I ended up behind a cyclist and casually riding they weren’t much faster than me. We both adhered to red lights, didn’t use pavements etc. clear to me that scooters can be treated like bikes and it’s some users not scooters themselves letting the side down! I can’t afford a 35k electric car or a £1500 ebike but I can stretch to a £500 scooter 🤷‍♀️ Treat scooters below a certain power and with a 15.5mph speed limit like ebikes, treat anything over that power and speed like a moped and require the insurance, registration etc and only allow those on roads.

@@globalist1990 no not at all, but as always the government are slow to the party and will take so long to legalize them more and more private ones will appear and the police will spend all their time stopping green thinking possibly low income, law abiding commuters with helmets and high vis kit on them, rather than being able to focus resources on the antisocial elements and kids riding them around. Then after they put in all the restrictions they want that most already bought scooters don’t comply with they will still have issues. The delay on this has created its own problem! Next it will be the electric unicycle craze kicking in like in the US.....

The problem is if the govt legalise it only in name, with ridiculous limits on motor sizes, speed which make it almost unusable. Look at the London trial limited to 12mph, just imagine that's what they limit privately sold escooters to in future lol. 12mph is a hazard 😂

@@bigboldbicycle I've only seen ones limited to 15.5mph or no limit (private, not trial). 12mph is somethin that trials in areas where there is a lot of opposition to escooters tend to have as of late.

Great video @Electroheads. I really hope they move to introduce new PLEV legislation because they're far too outdated under current rules. We're supposed to be one of the more innovative nations when it comes to new tech and the law it's a damn shame we're so far behind our neighbours on the mainland. Hopefully we could get a petition signed with 10,000 registered signatures this time around.

Bloody hell ! Make them legal already ! They are not drugs ! Cycles go faster than my e-scooter (max speed 15.5 mph) and they are perfectly legal ! WHY they are illegal?! It's 2021 for f$£" shake ! They are fun to ride, they are electric, they are eco friendly, they don't contribute to sound pollution (until the government change that and them nosier than cycles).

Just ban them, full stop. The roads are now more than busy enough without thousands of these things weaving in and out of traffic. And when it gets too scary on the road, they move onto the pavement. Ban them. They are a pain.

It's a "Free For All" I thought E-bikes had to be pedal assisted. The guy in your video says his dad just turns throttle to go up hills, no peddling !!! I've seen single wheel EV's on the roads. An EV Ball with steps on the side (what are they called) on the road. Scooters & bikes with Lawnmower engines on the road.( they are motor bikes, so illegal ) skateboards and Roller-skates on the road. Not sure why we have Laws anymore, because no one wants to follow them. The wheels on the scooters are to small, given all the pot holes & uneven road surface (accidents waiting to happen) Some people Hack/Modify them to go much faster. A kid went under a Lorry, locally & he's still in Hospital 3 months later. No helmet & terrible injuries ( legal or not ) It happened 😟 Not sure how I'd get to work 40 mile round trip, with a Lorry & trailer up my AR5E I wouldn't feel safe on a main road !!! 9 out of 10 people want them 😳 I don't think so 🤔 I think they would be safer on Cycle lanes.

They should be legalised, registered and required to have insurance, banned from pedestrian areas, banned from pavements, parked in legal places like other vehicles. If people using them have issues with theses requirements then that answers the questions of why they should not mix with pedestrian areas.

I am with you 100%. Sadly, it is going to take serious injuries to pedestrians or traffic accidents with cars for legislation to be updated and implemented. I cannot stand them on pavements; they are a menace.

Electric scooters are illegal because it's hurting the automotive industry. People drive mostly to destinations a mile or 2 away. Do we really need cars? As for things far far away there are ride services. This combination could potentially lower gas emissions.

Great video. Could you do another one like this next week? I think it's great getting real people on video giving their opinions. E-scooter opinions are trumendously washed out through mainstream media and all you get is the minority of hate from motorists (I'm one my self, but also ride bikes and scooters).

@@Electroheads I generally enjoy your output, it would be good to get some feedback as to how the scooter rental trials are going. As you say its there appropriateness to commuting that is important, people being able to recharge at there desk and take on the train or buss.

The Netherlands have the same legislation problem. You can legally buy one, ride it on your own property but not in public or public roads. It used to be some tolerance but now police is ramping up their their authority and impound your ev. Above that, They can fine you around 300 euros.

The problem with them is the same on normal bikes, folk are not road aware on them, as a bus driver I've witnessed many either riding in the middle of the road or hopping on and off the pavement in front of us, or just blast straight out from a side road without looking. The other problem is speed, a lot of the E-bikes/scooters have ever increasing battery/motors for more power, the speeds they get up to are way too dangerous for pavements and pedestrians, on the road there's e-bikes that can do 40mph+ , there needs to be rules on max speed with them and banned from using public footpaths that don't have a cycle lane, they might as well be a motorbike hitting you given the speed and weight.

But like people on regular bikes or even in cars, there will be a minority that will be wreckless and should be penalised when caught, but most people even on something capable of 40 are going to be sensible where necessary and enjoy when they can, not wanting to crash into someone anymore than someone wants to be crashed into

@@Fromatic There's a vid clip on a YT channel my missus watches to do with learning to drive, he shows a cyclist on an E-bike going over 30 mph on the pavement where people even have to move out the way as it's not a cycle laned path, even the driving instructor says how dangerous it is given the speed he's doing on there. The problem is there's too many idiots out there, yes some schools do cycle training, but once they're older that goes out the window, just an hour ago on the way home on a 60mph road that has a cycle lane at the edge of the road, there was a youth (looked to be early twenties) riding on the wrong side of the road with his phone in one hand in front of him, looking at the phone and occasionally looking up at the traffic, even now this road has 3 lamp posts with flowers tied to them from cyclists being killed. Giving people without training a 40mph E-bike with a twist throttle is asking for blood, this is why there's a CBT to get a 30 mph moped.

If on the road, they need speed (and responsibility) to be safe. Being slow could make them vulnerable.

Modern life forces people to be flexible, fast and in-time, but for melting income at increasing (fixed) expenses. These scooters can solve a bunch of these demands, so, making them illegal or hindering their use and forcing people into either expensive cars or public transport, that simply cannot fit ALL needs and requirements, is ridiculous. We know scenes from Japan (marshals pushing people into full subways), China and south-asia (myriads of smal combustion motorbikes clogging the streets), motorways with 5+ lanes flowing into US-cities, but also the Netherlands (bikes everywhere).... For sure, scooters are not the solution for ANY place and needs of transport, but a clever+efficient puzzle piece for quite a part ... as long, as urban and traffic planners take the chance to give scooters, bikes and the like room = strong backbone routes and reasonable hubs (+appropriate bike racks to lock them!). For sure, not EVERY central area got a perfect base for a current/upcoming mixture of means of transport, but planners cannot wait or hope for arbitrary regulations and limitations, to save them from developing clever ideas to solve the requirements. You can't force people to live and work in expensive, dense cities, and expect them to exclusively use inflexible bus+subways.

@Protista protista everybody has their freedom fighting point...some defied Hitlers orders in Nazi Germany. If you all break out as a team over there in the U.K.-not only is it less risky on an individual risk level assessment rather a more compelling case towards the undeniably unjust (private owned) E-scooter illegality mandate. It’s so outrageous that I think the hand needs to be forced, your freedom has been taken and I’m rooting for you guys to organize smart and come to the table with E-scooter freedom group-rides. (Also group protests with signs) -my thoughts

Not all of us oldies are anti-scooter. I was one of the first people in the UK to build and use an e-bike, simply because they make so much more sense in taking more cars off the road and improving the environment. Cars have ruined the planet enough already; it's time to get rid of them, at least in town centres and bring in newer, less polluting modes of local transport. I really don't know how anybody can complain that e-scooters are dangerous when I've seen with my own eyes what a car can do to the human body. It's completely beyond me. Pedestrians have to cope with carcinogen belching, one ton plus killing machines just to cross the road but "apparently" e-scooters are more dangerous and should be banned. What kind of logic is that? The government needs to wise up and get real. PS: Love your channel and have subscribed. Keep up the excellent work :)

@@Electroheads I like your proactive approach on this channel. Don't wait for the self-interested, crusty old fossils at Westminster to do it for you. This is your world to inherit and sensible action needs to be taken now to defend it for future generations. Might be worth having a look at the "BicycleDutch" channel to see how the Dutch got their cycle network and how they expand and maintain it. We are not The Netherlands but they could teach us a lot about how to get these things done and we can borrow from their experience. Thank you for the warm response and I look forward very much to the forthcoming video.

Love the video, I feel little bad as recently switched from E-Scooter on to EUC and riding constantly everywhere: (work, shop,s, friends, or just ride about ), I think the EUC is more convenient at the current time and lack of legislation. Oh yeah worth mentioning I keeping my e-scooters for the better times ( I'm still in the hope one day Boris will make them legal).

The sooner they are made legal the better so that legislation can be put in place to control them as any other vehicle. People using them without insurance or breaking a Highway Code should be fined and banned with the scooter confiscated. Its no good saying hire scooters are covered by insurance because we all know that insurance companies will not pay out if they even sniff that the scooter was being used in a reckless manner. Licence them like any other vehicle, doesn’t have to cost much.

Control folks it’s all about big brother government wanting control over everyone’s life ffs it’s a scooter 🛴 as for training my 75 year old nan got on one and rode it straight out the box.

Cuz they want to tax you all....either through tickets or through some new legislation...its always about money. They green people been talking about electric cars but PEVs are even more environmentally safe. Hypocrisy.

It's crazy case of the government can't be bothered to create a classification of electric pedestrian ridables, therefore they are not classed as legal, therefore are illegal by default. This is the reason why the original Segway were never seen in the UK. For several years, the police just turned a blind eye to e-scooters as long as the rider is being sensible. But the growing popularity of them is making it hard to ignore.

Don't mind electric scooters, but they do not belong on the road with real traffic!

What's real traffic?

Yeh, think it will improve mobility and efficiency which will improve productivity across the nation, scooter don't break down like trains, cars or the bus. You don't have to worry about traffic jams and parking, so you'll be saving lots of money. The problem is that money you'll save would have went to the government via public transport, motor vehicles, taxi's. So when they can find a way to tax scooters that's when they'll make them legal.

I rather be ran over by a scooter than a car. Legalise it so I can get my emove cruiser.

I'm all for e-scooters and e-skateboards etc. not too sure about that mono wheel though. I bought an e-skateboard myself but then the police started to crack down on them and scooters (especially after Emily died). The only problem is, if more people buy them, the less the exchequer takes, so there's less police to police the illegal riders and less nurses to tend to the head injuries of the riders who don't wear helmets! They could probably be kept to 15.5mph on cycle lanes and higher speeds, say 28mph on roads, but keep them off the footpaths (ala pedal cycles) and make it law to wear helmets (on roads especially). My friend got hit by a kid on one, who went flat out around a corner on a footpath! There should probably be new laws drawn up, to cover all forms of personal transport including cycles and those OAP/disability type scooters as well - people have been killed after being hit by them! We could probably pay for all this by throwing out the current road fund licence (tax) and replacing it with paying for miles covered - after all, all forms of transport (except walking) will do damage to the road/cycle lane surface!

They're legal here in Russia, as well as scooter renting/sharing. But unfortunately, because of some irresponsible people that got into accidents by speeding up too much or not paying attention to their surroundings, we now have low-speed zones (scooters slow down automatically) and some new laws.

i just had the police knock on my door and tell me i cant ride mine any more... or i get a fine etc.. me and my son had them to go to school on and to go to the shop.. the main reason i got one is because of my illness i cant leave the house most days but with that it helped. I was sensible on mine but alot of people arent. I had to sell mine so i didnt face a fine etc as someone reported me. Now im housebound.

See your local authority, and ask them about mobility allowances. You may be entitled to a mobility scooter.

People want to ride efficiently, conveniently and safely. Riding a scooter or bike on road is not safe and many times not convenient. Riding on pavement could be safe when you ride slowly byt there goes time eficiency and its less convenient to move around pedestrians. Therefore the logical thing is to make dedicated paths for bicycles and scooters where they can ride safely with reasonable speed without unnecessary stops or slowdowns every hundred meters. Once more people ride them, less cars on the roads and you can convert one road lane to another cycle-scooter line and make it even better. Look at Holland. It can work if you want.

E-Scooters are good for people with knee problem

I want it legalised, why? I need to leave home 4:30 am walking 1.2 miles to train station A then travelling 13 miles to train station B. After that I need to endure walking again for another 1.4 miles 30 mins to my work location because bus route to the area is minimal since it’s an industrial zone. Had a knee therapy 3 years ago and I still can feel pain on my knees every now and then. Electric scooter 🛴 is my hope which can ease out and shorten my travel time plus saves money from taking taxi especially during cold morning. Pls legalise it!

So how did you cope before e scooters appeared?

e scooters must be THE ONLY legal vehicles in London, no more car smell, lower cancer risk, no noise, no traffic etc, saved lives from faster ambulances due to no traffic.

When e-scooter riders wilfully break the law because they disagree with it, they entitle others to break laws that they disagree with. So if someone steals your e-scooter you can’t complain if the thief defends his/her action by asserting their disapproval of the Theft Act 1968 (the statute that prohibits stealing). That’s the problem when you pick and choose which laws to obey. Am I entitled to push over an e-scooter rider recklessly hurtling along the pavement towards me? By your logic, yes I am. If you can endanger my well-being through illegal, uninsured, riding then I can choose to ignore the law against assault and push you over. The answer is to lobby Parliament to change the law, not simply ignore the law.

I own an E-Scooter myself only so I can get too work and home without using public transport, I wear a hi vis jacket and helmet which i feel is very important, i have insurance, i follow the highway code and it saves me money. I find it sad that it's illegal to ride them in public and i think alot of us can agree that the Government needs to listen and legalise them NOW! because E-Scooters are here, they're here to stay and not going anywhere. So Boris? .... please listen to the public out cry, the people of Britain want them and get on with there everyday lives.

The 50+ pedestrians whom have been so far injured by these things might take a different view..... Heroin and cocaine are also here to stay, but will remain illegal.....

@@Brian-om2hh true, but for the majority of these injuries on riders are mainly because of selfishness, lack of patience and not wearing protective gear

everybody has their freedom fighting point...some defied Hitlers orders in Nazi Germany. If you all break out as a team over there in the U.K.-not only is it less risky on an individual risk level assessment rather a more compelling case towards the undeniably unjust (private owned) E-scooter illegality mandate. It’s so outrageous that I think the hand needs to be forced, your freedom has been taken and I’m rooting for you guys to organize smart and come to the table with E-scooter freedom group-rides. (Also group protests with signs) -my thoughts

I really do not understand why the E-bike are legal with engine bier of an È-scooter. Bla bla . Crazy rule.

Because e bikes are classed as assisted cycles, whereas e scooters are, as far as the law is concerned, motor vehicles, as are ride on lawn mowers, kids mini motorbikes and skateboards with engines. They are all classed as motor vehicles.

I would say if theyv are legalised you must have a helmet, a drivers licence and must be driven on the road. How ever both hoverboards and e scooters are illgal.

So are you saying that only people who can drive (“drivers licence”) should be allowed to ride E Scooters? Absolute Bullocks! I don’t drive and I’ve ridden an E-Scooter responsible a few times now. What you just said is kind of stupid because riding an E-Scooter which is restricted to 15.5 miles per hour (same as E-Bikes) and is essentially only battery powered isn’t actually much different to kids riding regular push scooters and they don’t don’t need a licence do they?!

@@cameronturk4388 yes because it is a motor vehicle and cannot be driven anywhere except private land doing otherwise makes you a criminal unless you use one of those rent ones which discriminates against those without a mobile phone. Also you do not need a license for a push scooter because they are not motorised , so what i said was not stupid as at the moment you need a drivers licence to rent them.

@@stephenwhite3967 The way I see it you have just got Ignorant and Selfish and old fashioned views! Anyone can ride an Electric scooter It’s Easy AF It’s seriously not much different to the way kids ride their push scooters the only difference is there is a battery power that takes you to 15.5 Miles per hour maximum speed (at least my one has anyway the Xiaomi M365). I don’t drive and I don’t ever intend on driving or having a drivers licence but I don’t want Idiots like you dictating what I can and can’t ride. As long as I’m being a responsible rider it’s not doing anyone any harm whatsoever. I stay off busy streets and roads and only go on short journeys around where I live. If they are legalised (which I hope and I’m sure they will be) in terms of a license the most I bet there must be is just a provisional drivers licence.

Legalise them with some simple limitations and rules, It must be a privilege that can be taken away if someone is constantly riding badly though and this is where it gets tricky but like everything in life there are always issues with everything, On balance definitely better than cars , The problem will be some car drivers treating them like they do cyclists and trying to kill them for a bit of fun.

Neither belong on the pavement, both are better suited to sharing the road with cars. But currently, riders are being forced onto pavements due to ridiculous legislation (the punishment is more severe if caught riding in the road)

No. They are illegal because they are classed as motor vehicles, just the same as ride on lawn mowers, kids mini motorcycles and skateboards with engines. If they wanted to tax them, they would legalise them and put the tax on the price when you bought it, like they do with many other things....

Legal... in *some* capacity eh? Are there any more details on the survey methodology that can be looked at? Were there any other kinds of questions on it? I find a 9/10 response hard to believe given my personal chats with people, and the epidemic of antisocial riding I see every day on my delivery job, but it may just be the circles I'm in. I wish I could get behind E-scooters, but I don't see how the UK has the infrastructure, the manners or manpower for them to be riden safely and sustainably. Not to mention that they are literally worse than already existing bikes in every concievable way, except for price (subsidies for e-bikes instead of electric cars please!).

Nobody is "holding" you back. The law is clear enough, and has been the same for decades. You want the law changing to suit you, and it doesn't work like that. It's been tried hundreds of times before. Use e bikes for your delivery service instead.

England is strange 😶 motorized véhicules are motor with fuel it’s an engine using fuel to travel . Electric véhicules like scooters and bikes are batteries. Véhicule of transportation using motor 🔋 . His is it illegal 😅 this is how you know they England is not free at all . Old rules are still oppressing people .

Have you read the stats on electric scooter fatalities compared to.. 'insert mode of transport'. 3 Vs 'many big numbers'. I dispute your logic.

@@davidlovick-tee9003 I agree that I am being hyperbolic, BUT untrained, reckless "Youths" riding overpowered and relatively uncontrollable vehicles have and continue to be a valuable source of Transplantation material for an ever aging population. As to the attitude of the medical profession, I can vouch for their professionalism, but I have seem for myself that their "Gallows Humor" is well founded.

Legalise scooters, but make sure the rules around where they can be used, what lighting you need, speed and motor size are crystal clear to riders and all other road users. However, given this government's performance over lockdowns and quarantine rules, I won't be holding my breath!
