    Based on the IEEE Std 80-2013 guidelines, you can refer to section 9.6, which states: "Conductors of adequate ampacity and mechanical strength should be used for the connections between: a) All ground electrodes, such as ground grids, rod beds, ground wells, and, where applicable, metal, water, or gas pipes, water well casings, etc." This clearly indicates that metal water pipes can be used for grounding connections, provided the conductors have adequate ampacity and mechanical strength.
