Leashes keep dogs safe... Live downtown and people who want to seem like "dogmasters" tend to try to be off leash thing, I regularly and eventually see each dog wander off where they are supposed to.... So ya

It is true, lots of people do not have good enough recall with their dogs to have them off leash. We see this quite often.
