If this happened, I guarantee Italy and Japan would do the same. Germany was the reason the Axis had a major technological advantage over the Allies. Italy only joined the war because their economy was faltering, and they were convinced Germany would win. Japan also joined the war effort for the same reasons. If Germany did not take an aggressive stance against the rest of Europe, Japan would simply patiently wait for the oil embargo to be lifted, but by that point the Soviet Union would invade the Pacific, forcing the Allies to intervene. The US would eventually provide aid to Japan, thus improving political relations between the two countries, and Germany's technological edge would keep everyone else one step ahead of the Soviets. The Soviets would likely surrender very quickly, as they were suffering from a famine which caused starvation and disease. A desperate Stalin would either resign and go into hiding, or his people would rebel against him. So in summary, if the Axis powers were never formed, World War 2 would not be so tragic.
