Stroll is a very good driver, just not world class. On the current grid he's better or at least equal to: Sargeant Zhou Magnussen Ricciardo He's in that 10-15 pack with the likes of Tsunoda, Hülkenberg and Bottas. He'd probably lose to them over a season but wouldnt be miles off. Stroll had a rookie season vs Massa where he narrowly lost out. He comfortably beat Sirotkin, then raced against a strong Sergio Perez, then was up vs a 4 time WDC and now a 2 time WDC.

if he got born in a different country he most likely wouldn't have a F1 seat in the first place. Maybe he would have a seat in a lower-division formula or a completely different series, or just not in racing. This is because of his father is in the Russian oil, and is in a close relationship with Putin. If he wasn't born in Russia he may have not got the wealth to back him in the first place.
