supplements are not a product you can "make" from home and resell or sell. cottage foods are simple shelf stable non time or temp sensative foods that are allowed

yes this is allowed in many states due to the baking of the dairy ... if the dairy say cheese is on top and exposed it would be a no.

great question this will depend on your states cottage food law for starters, BUT cream cheese and butter and any ingred: that would require it to be refrigerated would be a no. this is due to the "potential" of spoilage at a certain temp.
