Anarchic Doktor hmmm maybe? Considering who her father is and how she seems to have no problem beating folks right to death and smacking them with her whip Id say she learned her skills by punishing soldiers for her father

In one of her flashbacks there's a glimpse into her mother's prison cell where she tacked one of Victoria's childhood drawings to the wall. It depicts the two of them riding an elephant with Victoria holding a whip. Maybe it was a combination of a childhood hobby of elephant taming and constant Joy consumption that led to her expertise. Joy made her happy and that was probably one of her few happy memories of her mother so she kept practicing her whipping to relive it.
