Water Tight also means Airtight. which is great for compartmentalizing on ships, but for a bunker unless you have a generator of some type to produce oxygen you won't live long in your bunker but most bunkers you won't have alone shorelines you would have them inland 50 miles if not more. But for Tsunami's you want to just leave and get to higher ground for saying in one spot is a death sentience.

You could add weight to the floor area so it will be "Upright" when the storm passes and maybe a secondary floatation device as a precaution. Don't forget to make it a very bright color for rescue teams to see it or maybe a beacon system like boats use when they take on water - I've been thinking about this since the storm hit Japan years ago, so if you need/want additional ideas, hit me up. I'll pass on everything I've thought about for free, if it saves one life & prevents families wondering what happened to loved ones.

Is that a possible design for a coastal Bomb Shelter? that window section isn't bad for knowing when the water has resided from a water detonation. As for the notion of air, the vent system would just need a baffle to keep the water out as the tide comes in as soon as the water subsided, the system would just work as normal. Atlas shelters have that drain system for condensation, so I bet that it would work for a tsunami as well. The air inside the shelter is good enough for a few hours (for a larger sized one) since given that during the first few minutes of a nuclear blast you wouldn't have air coming in anyways.

If you do build something like this to reiterate what everybody else is saying remember about hypoxia. Make sure you have the proper volume in your bunker for the amount of people that supposed to be in the if you cram more people in a bunker you use more air. Always have a chemical oxygen candle in the unit as well as a pressure relief built into the box itself. Recirculating can be extremely dangerous so make sure your catalyst pack is fully charged. Keep an oxygen meter inside as well as a CO2 or other gas meters end alarms. I'm working on sealed environments for off-world and I have been studying these kind of bulkheads for a while. I've actually built a few digital controlled bulkheads so that I can create some airlocks on a budget. You start learning a lot once you start working on small scale.
