Volvo crank no start issue! Don't replace your fuel pump or fuel pressure sensor. Check PEM first!

Volvo has this common issue with the pump electronic module (PEM) where it's located in a place where the module is exposed to elements and fail. Symptoms of failing or failed PEM are:
Cranks and cranks and no start
Cranks, starts and dies immediately
Engine stalling
P0628 or P0089 or P0629
Don't rush into replacing fuel pump or the fuel pressure sensor, check the PEM first.

    !!!!!!!!!!!!!!! ATTENTION; before you start replacing parts!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!, Check the grounds from the pump to the body . The black wire coming out of the pump connection is your ground. Follow it till it goes to the body bolt. The body bolt is where 90% of the issue is. The threaded bung is PAINTED and the terminal is sitting on this lousy connection. remove the bolt and scrape or wire brush the bung in the body clean. Clean the terminal and tighten the bolt. I suggest adding an additional ground wire to insure a proper ground connection. Things will work again especially if you have intermittent pump failures or no start issues. I just went through all of this just to find I have bad body grounds to the pump and fuel pump gauge unit Do the same with the fuel pump gauge module.' THIS IS THE MOST EASIEST SOLUTIONS, I hope I can save you alot of headaches by this personal solution.

    Hi High! I'm looking for the PEM on the 05 XC90. It's not under the wheel well and I can't see it on the tank. It's not under the seat. MMmm Any ideas? Thanks!

    hi! Thank you for this information! Is it normal for there not be a code thrown? I have taken it to volvo when this is happening and due to the no check engine light, they have not been able to pull any codes for this particular issue. However, my car still throws codes, so I don't think it has anything to do with the code module or reader.

    Some codes will not make the check engine light on, as for this particular issue it might throw a code (without the check engine light) but that code might be thrown from fuel rail sensor.

    Same issue on my 2008 xc70 3.2 awd. Crank no start. Have looked all over this vehicle for the pem. Can't find it. I haven't thought to look in the wheel well. I will at first light. I have fuel pump pumping sound but still won't start. I've changed the fuel pressure sensor, with no improvement/ difference. Does anybody know for sure where the pem is on a 2008 xc70 3.2?

    @3rdstoryfun had to drop the fuel tank. It was on top. The guy who replaced my fuel pump said there was no fuel in the tank. So I found out that, the gas gage didn't work and that the "crank, no start" issue I was having was most likely because it was out of gas. Sad part is, I paid a volvo dealership to try and diagnose the problem. I had to tow it away from there, they couldn't find the problem. I ended up sending the part back and just replaced the fuel pump, runs fine, other than the gas gage is off. I did end up selling it after the fuel pump was put in.

    @@johnadams247 Ah man that's a expensive empty tank! Mine is starting for about 2 seconds then stalling. It started after the car sat fro 3 months. It was parked on grass so I'm thinking it might be the corroded PEM module I keep hearing about.

    @3rdstoryfun yeh, the fuel pump replacement was what fixed mine. $600.00 from the same volvo dealership that didn't know that it was out of gas. I'd try putting a gallon or two of gas in it just to make sure. Good luck

    Hi, I start to have that same issue in my XC90 V8. Did you buy a cheap aftermarket module or an expensive genuine part?

    got it from the junkyard, I think from s60. Other Volvo models use the same part and they're located under the seat which makes them last longer.

    Im currently looking at a 2006 Volvo s60 that cranks but doesnt start. Guy went to start it one morning and cranked but wouldn't start. He didnt want to pay $200 to volvo dealership to diagnose it, so hes selling it for $1,200. It has 151k miles on it. Most of them in my area are selling for over $2,500. Is this a smart buy or risky, considering i dont know for certain the problem. I'm guessing it should only be 1 of 3 things. Any advice would be appreciated. Thanks.

    @@highmilesgarage9131 0:55 Faulty pem mode then no error code. You can do an experiment: unplug the PEM and try to start the engine. Then put on Vida and you'll see that you don't have any error codes even though the car won't start.

    you can get from your local junkyard, they're very cheap. They are the same for most Volvo models (s60, s80, xc70, v70s..) look for modules that are under the seat since they are usually in very good condition. There are model years that they put the module under the car and it gets corroded over time.

    Hey there. Taking a shot in the dark, have been scouring the internet. Trying to do a DIY repair of the Fuel Pump Driver module, for a 2008 XC90 with 3rd row seats. Would you happen to know the exact location? I believe it is under the 2nd row passenger seat. Thanks!

    @sandancersentinel7423 Greetings! I did confirm after a bunch of research and contacting people! You remove the passenger side 2nd row seat, 4 bolts. Then simply pull up the carpet. The PEM is a simple connector. It turns out the issue was my fuel pump!

    @sandancersentinel7423 I believe it is 2007 and earlier (like this video) the PEM is in the wheel well. My instructions are for a 2008 XC90 that has 3 row seats.
