It's just a guess but maybe to protect it from Grafftitis Or dirt, entry is restricted to a certain pt. The freedom fighter under the arch was subhash chandra bose whose statue was inaugurated recently by pm. Earlier it used to hv statue of king George which was relocated in 1950s. If you want to visit parks, then do visit lodhi gardens. Apart from that you definitely need to try akshardham temple. Although you won't be able to film anything inside the complex. But it will be definitely worth your time- specially the musical fountains show at 7 PM.

That freedom fighter is Netaji Subhash Chandra Bose..he was greatest freedom fighter..he tried to use second word war as way to throw British empire away from india and tooked helped from axis powers in second world war Japan mainly ,formed small army of indians Azad Hind Army ..Gandhi was against Netaji Subhash ways ..Netaji Subhash Chandra Bose want to take help from axis powers against British empire where Gandhi literally send indian soldiers on behalf of empire in war which was not ours...
