1 tbsp Minced Garlic
1 tbsp Minced Shallot
1 tsp Annatto Seed
2 tbsp Vegetable Oil
Other Ingredients:

Fish Cake
Quail Eggs
Tapioca Starch mixed with Water
Chopped Green Onion & Cilantro, Fried Shallot, Pepper Powder.
