Just to clarify, you do not have to be ex law enforcement to get a CCW permit in California. They might be speaking about their experiences in specific counties and cities that restrict CCW permits in CA. But this is not true for all counties and cities in CA.

I remember Arsenio Hall joking about this incident when it first happened, It was a publicity stunt. There may have been a possibility that vanilla ice could’ve been signed to death row! There’s a lot more to the balcony story.
