Im not saying any of this is the reasoning for it. But a buddy of mine who does set ups for local politicians in my state on occasion told me that drone signals mess with the mic and audio set ups that politicians insist on using. So their security team gets told not to use drones and just double up on manpower. I've also heard they don't use drones specifically for financial reasons... a state would rather make a public figure cut more checks for local police then greenlight them using drones. In regaurds to mr. Trump, i reckon the person got on the roof in the first place because of complacency. Trump does at least a rally a week and nothing ever goes particularly wrong. I'd say its more likely that secret service just slacked off on the the job

Why from the vid does it look like the counter shooter shoots back in 3 shots??? But they say around 7 rounds fired???? Did he flinch and did not SHOOT?
