What about Real Madrid's new stadium (currently being built) and expected to open in 2024. I bet by the time it's completed it will have crept into the top 10. It will be one if the most advanced sports stadiums in the world, when finished. Though primarily for football (soccer) as the home of Real Madrid, it will no doubt also be used for rock concerts in the off season.

Its estimated cost is around 600-700 mil which is possible because it is only a renovation, not a new construction. So won't be in the list.
