Pagedale specifically budgets to receive a large percentage of its revenue from fines and fees. By targeting a certain amount of revenue from fines and fees from its residents, Pagedale turns policing on its head. Rather than react to conditions to ensure that the public is protected and wrongdoers punished, Pagedale sets a revenue goal and then uses its code enforcement powers to achieve it.

    HOAs are gangster organizations and it is one of my missions to at least push the needle closer to making them illegal under any circumstance. Few people hate the very concept of HOAs more than me. Here's the thing- it's not so bad to have a non-enforceable non-mandatory group which solicits of voluntary contributions from residents towards the common areas, but the moment they dare step over someone's property line and issue commands or demands that is where they should have absolutely zero legal standing because that is a crime!!!!! WHAT YOU DO ON YOUR PROPERTY OR HOW YOU DECORATE IT IS YOUR BUSINESS!! IT DOESN'T HAVE TO BE WITH ANYONE ELSE'S APPROVAL. HOAs ARENT GOVT AND THEY HAVE *NO* MORAL OR JUSTIFIABLE RIGHT TO TELL YOU WHAT TO DO ON YOUR PROPERTY OR HOW TO MAINTAIN IT. THAT'S FOR THE LOCAL GOVERNMENT TO SAY.     It sounds like a whole lot of people have damages coming to them. From the looks of this video half the town or more deserve restitution for having had their lives made miserable for a long time. When you buy a home you don't expect to live as if you're in an army barracks subject to constant intrusive inspections.

    @@bonouknow6265 there's no way around that but every city official connected to this travesty should take a hefty pay cut till every wronged resident is made whole. The well-off who probably weren't much inconvenienced by these ordinances were just as responsible as anyone else for electing this city government and if the taxes raised to compensate the victims were weighted/selected to cost them more that would be fair. I know that isn't how these things usually work out but just sayin'.

    Sounds like Jim Crow. I have seen this kind of nonsense all over the South, any "open container' outdoors is illegal, even in your back yard. When I lived in Orlando friends lived in an apt complex that was patrolled by police with dogs and they would arrest people for having a drink on their patio. I went out and they screamed and dragged me back in, its kind of crazy how they try to get you to fear the police state.

    This needs to go to the Supreme Court, and every single person that lost money, or did time in jail/prison (which shows on a permanent record) due to this absolute stupidity, needs to get refunded down to the very last cent, and full expungement of all charges.     Hi Institute for Justice. This story is so much like the situation my neighborhood has been subjected to for probably about the same timeframe that it threw me against the brick foundation of my soul when she was talking about knowing it would be bad, but the potential in the house seemed greater at the time and that she deserves a good starter home just like everyone else has for as long as anyone around these days can remember. She absolutely deserves to buy whatever home she sees fit for all the same reasons any other human being does. It's her RIGHT. I sent your organization an email about 20 minutes ago with a brief rundown of what myself and most of the neighborhood are experiencing, with many folks already given up any hope of being taken seriously that what is happening to all of us is ever going to amount to anything more than a hill of beans.

    That's like that other town where the guy left the state for a funeral and they fined him $500 a day for having his grass to long. It's ridiculous to learn the US is so corrupt on every level of government. I have blinds & curtains in rooms based on the interior design of my home. My dining room has curtains that match the accent wall and the table cloth. The notion that I would have to alter the interior design of my home that I own because a city said so is beyond conscionable.

    That happens in a lot of towns these days. In the town where I live.. there was a resident that had to go in the hospital due to cancer. When he was released from the hospital about a week later and came home, 2 police officers came over to his house and wrote him a ticket for his grass being too tall. So the resident whom had terminal cancer, went outside and mowed his yard with the pushmower. After he finished mowing his yard, the 2 police officers returned and wrote him a 2nd ticket because his lawnmower blew grass clippings on the street while he mowed the yard. His tickets were expensive, $100 ticket because his yard wasn't mowed for a week & another $100 ticket for the grass clippings in the street. It's crazy.. cops do nothing but write tickets all day for anything they can think of. Whenever there's a real crime such as a burglary or anything.. cops rarely show up or they wait till about a day later to do a report because they are too busy writing tickets to generate revenue.

    this is not uncommon in a lot of small towns. in germantown tn there are similar laws and the idea is to prevent what they call clutter. everything, even gas stations must be color matching. many think its an attempt to prevent low income home owners.

    There's not much difference between HOAs and local zoning\ building boards. Both are beaurocratic and severely restrict people's rights to do what they want with their own property and charge wannabe homeowners fees for the privilege of living in their own homes. Just about the only difference between HOAs and local zoning boards is every neighborhood has the latter, but not ever neighborhood has the former.

    The American Dream Died in the 40s and 50s! Business doesn't grow at a rate proportionate to the population growth because of taxes and over regulation therefore not enough jobs,not enough jobs mean wages stay low,low wages means the population doesn't have enough money for any part of the American Dream. Households become dual income which leads to kids being exposed to outside influences more at a younger age by being in daycare. Marriage falls apart at this point just haven a functional family is a dream. This didn't just happen,it was orchestrated as a way to brainwash and enslave the American people. We now fear each other more then ever and because of this we can never unite to change our own government. Love your neighbor more then you love yourself.can any of us say we follow this?

    I had similar problems when a village official wanted to buy my property and I wouldn't sell, so they sent out code officials to constantly harass me. This only happened after I refused an offer on my land. Thankfully that person was arrested and convicted for taking bribes from city contractors.

    Finally, I've run into people who think and do like me which I consider them Patriots. I thought I was the ONLY man in America with balls enough to do the right thing. I've lived my entire life since returning from Viet Nam with the attitude and philosophy to never start trouble but NEVER walkaway from it either. Right is right and wrong is wrong. Nice gets nice and not nice gets horror. I lost the human sense of fear and developed a don't give a shit attitude while killing commies in Viet Nam. I'm not saying that I haven't run into problems and even trouble of all kinds in my life, from time to time, but I am going out as even as I can possibly be under the circumstances. When people know you are deadly serious when you tell them that you will always get out to get even that gives even the FBI cause to think about going home that night. When they think you are an insane combat veteran who just wants to be left alone and doesn't ever go out of his way to start or cause trouble then they start thinking about never seeing their family again. Home for me is with my childhood friends and buddies who never came home including those who have died since returning from Agent Orange. Dying in a senseless, meaningless, stupid war that had no meaning while your country hated and despised me and those who returned must be revenged on its face. Fuck with me and I will get even no matter what until I am dead. That is the ONLY way the Constitution is MADE to work. No one gets out alive so live right or go out as a coward.

    When you realize that those who fought for American independence from taxes were all rich land and business owners. Don't kid yourself, they spent the blood of the masses to not pay taxes, the average joe probably couldn't have given a shit whether it was a king or a president, but they get taxed all the same. Big business? Still basically goes tax free in the US. That constitution isn't hugely worth the paper its written on. It's definitions are all based on modern case law, not what a bunch of politicians from the 1700 gave a crap about. Be thankful for that too, as none of it would hugely help you in this day and age.

    The blood of the masses is still spilled for the rich, there are very, very few wars which aren't about resources. And the ones that benefit most from a country flexing its military muscle on resources are the top percentage of wealthy. As for taxes, they were a big motivator for the American revolution. The rich didn't want to pay them, so they got the masses worked up about them, as is always the way. You can't really escape it either. If you have a revolution to remove a bad system, something else will replace it. The US removed a colonial monarch, but instead got a not so great, but different representative republic where you don't even actually vote directly for the leader you want. France removed a king, and got a megalomaniac emperor. Russia removed a Tsar, and got a series of brutal dictators. You just sort of have to pick your poison with leadership.

    Sounds like leon valley TX! At least until WE took our city back... got rid of the city manager Kelly Kuenstler, police chief Joe Salvaggio, & recalled just about all the city council. Know your rights people and stand up to big government tyranny wherever you see it. There is so much attention on the federal government which is warranted, but we forget that a lot of unconstitutional violations happen at the municipal level which directly affect we the people!

    We fixed that crap in Texas with a change in the law, we passed a law that says a town can not receive more than 25% of its total revenue from fines and citations

    Follow the Money, let's see what these fines are being spent on. In cases where there is corruption at the bottom, it usually runs all the way to the top and the judge seemed nervous.

    I went to Anadarko OK to visit my grandmother. I stopped and discussed with my friends if we should go see my grandmother or go to Indian City YES first while stopped at a stop sign. As soon as I drove through the intersection, I was red lighted by a cop who came out of a parking lot. I was given a huge ticket ($70+). I went to fight the ticket surprising the cop when I showed up with 3 people who had been with me in my car. He called all of us liars in court. The judge the asked the cop how many tickets he had written to people at the same intersection in total for the year and to whom (I didn't know it , but my grandmother knew the judge and had asked him to look into this before he ruled against me). The cop had written hundreds of these tickets, All to people with tags that were from other counties (plates in OK then showed the county abreviation for the county of origin) or to tags from other States. The cop was told to report to the Chief of police who was waiting to fire him and he fired for his ticketing practice. He never thought he would get caught because people never came back, they just paid the ticket. The city then reviewed all of these tickets ( he never wrote tickets to in-county residents or at any other location). Some people were refunded the cost of their tickets as I was later told. I was found to have stopped and the ticket was thrown out and the judge thanked me for bringing this practice to light. This cop was one of several officers who did this routinely.

    You do not need the cop's permission to film on public property. Suprised they were not ticketed for just being there, like loitering or something.

    The main problem is that politicians don't want to increase taxes because it's unpopular. So what do they do instead? Fine the frick out people, many of them who are living paycheck to paycheck.

    I think consumption of alcohol in public and or an open alcohol container in public, is a universal violation throughout the country. But all of this other crap is an outrage. Big thumbs up for Institute for Justice.
