The Two Paragraphs That Effectively Banned U.S.-China Space Cooperation | WSJ

In 2011, Congress effectively banned the U.S. from working with China in space. The law is called the Wolf Amendment. Its goal was to prevent China and Chinese companies from stealing U.S. technology and also to put pressure on China over human rights abuses.
But today, the dynamics in space are changing. The International Space Station is set to retire in 2030. Meanwhile China’s space station, Tiangong, was just completed at the end of 2022. Both countries have plans to establish a presence on the same part of the moon in the next decade.
WSJ explains why that law was created and why whether it has hurt or helped the U.S. is a big debate in the space community.

    Democracy refers to the manipulation of public opinion through the media to win elections. The main method of election is debate, and eloquence is very important. That most famous German was democratically elected. Western politicians are very eloquent, but they are also the most brazen and confounding black and white.     These two paragraphs single-handedly inspired China's independent and thriving space industry. Thanks to this legislature China's domestic space market has been effectively protected from foreign providers and collaboration, allowing domestic enterprises to fully mature every technical aspect of space exploration. Chinese people thank the US for such an amazing opportunity for their domestic industry

    A blessing in disguise. Had China participated in the ISS or other US-led space program, there will be restrictions or enticement so that the Chinese cannot go solo but always dependent in some way on others. This was what happened with the Beidou. China participated and invested money in the Galileo project only to be screwed by the Europeans who basically asked the Chinese to take a hike in terms of hierachy. Now Beidou is complete and superior to the Galileo. China thrives in adversity. China has a fully independent space program, the only sure way to master this field.

    @@andachen7473 Yup..the American way is to sabotage things.. Just like Nord Stream pipe... it was definitely the American who blew it and accused Russia. It doesn't make sense for Russia to blow out its own gas pipe. If Russia doesn't want to sell gas to Germany, simply turn of the pipe. And it is not the German either, as the German needs the gas and if they don't want the Russian gas, simply stop paying for it. It was definitely the American, who will then force the German to buy gas from the US at 4x the price.

Whilst the US struggles with domestic terrorism at home, the Chinese people enjoy peace and security.     On cooperation? The Chinese have always been open to international space cooperation. While they probably do have their own terms for said collaboration, there's no Chinese law preventing US-China space collaboration.

If you think the semicon sector is something that can easily be "won", Then I suggest you go back to school. The CEO of ASML was just crying that if his machines are banned in China, then China will just come up with their own. He understands that the only thing slowing China's indigenization drive is that his company is dumping its scanners into China. China already has a stockpile of Western DUVL machines and will soon introduce its own. Furthermore, it's also in the early stages of constructing its EUV prototype and that will be ready in a couple of years. If anything, semiconductors are easier than space. China started from 0 in space and built its industry by itself. In semiconductors it's already starting from 80 and closing in on 100 extremely quickly. By 2030, China's semiconductor industry will dominate the world like it dominates in solar panels today. Remember this moment when that day comes and US companies are filing for bankruptcy.

    Just remember not to declare war on China for your on sake. China stands for peace and has always been since ancient times. They built the Great Wall to keep out the enemies. Their strategy is always to defend the nation but if provoked, they will fight to defend themselves. America has found a worthy adversary because America made China its enemies and not the other way round. If war comes, there will be heavy losses from both sides but whoever can endure more loses will win the war. And we know from history who will be the first to quit and run.

    Competition is good. If China was involved with ISS, the worst case scenario would be like what we have now, a major player (Russia) leaving the only station humans have. Different nations should have different stations. Humans should not put their eggs in one basket.

    @@morbid747 I think such extent of “waste” is fully acceptable and meaningful . Your plan may be the most efficient globally, but too idealized. No country will fully share the key info with the others for their own interests, by the way, how to judge which country shall explore which planet, fairness just can’t be guaranteed. It's important for multiple countries repeat same mission to summrize experience of techniques by comparison.

    US's government legislation make it impossible to co-operate on fair terms. For example, Russia co-operate with US government on 2000 to 2014, until the geopolitic starts turning south. Alot of key space technology being transfer to US like space station operation and space shuttle engine (RD180) but later when US get reverse engineer, all the projects get interrupted due to geo-political instability. So to develop any genuine technology, it's better for one country to compete against US rather trying to co-operate on government level.

    When we talk about globalization, that is to bring the world closer together.
