aah, no wonder that is why you sometimes seem to stutter or are a little unable to find words once in a while. It doesn't happen very often though. It's just something i noticed.

The blades had good intentions but were blind to the fact that they were beginning to die off ever since the sacrifice of martin septim and the oblivion crisis. They were truly done for after the death of Uriel septim but somehow managed to stay around even after the oblivion crisis. They somehow were able to manage to work for the imperial government until the white gold concorduit happened. The penitus oculatus are much less historical but are still able to be recognized as professional guardians of the current emperor due to the publicity they gained through placing outposts around tamriel in smaller towns. They are basically the secret service while the blades were more like royal guards from star wars. I personally like both of them equally. I like the secret agent vibe to the penitus oculatus and the blades were straight up badasses before the death Uriel septim. The blades had more combat skills due to their time as dragon slayers and their training in the akaviri arts with swords and smithing. The penitus oculatus are better with being bodyguards and spies.

Victor Silva Skyrims Blades are weak idiots, like Delphine who forgot that main job of Blades was to protect and serve Dragonborn emperors. Now they cant protect emperor, but they can serve dragonborn, but instead of that, she wants to kill Parthurnax even tho killing dragons was never main objective of blades. If she really thinks that she is Blade, she should listen to dragonborn to not kill parthurnax, but no, she wants to kill parthurnax for some stupid tradition that she made up, because it was never a main job of Blades to hunt down every dragon. The Blades are past. They cannot be revived by Delphine and Esbern because they forgot what Blades should be. But Penitus Oculatus may become next Blades. They are strong organization, they have great intelligence and wariors. They may become stronger than Blades when Blades were at their strongest. Penitus Oculatus are like Mosad , CIA, KGB and GROM, Special Forces and Spec-naz combined.

Now this would be a fun questline too see in TES VI or maybe even modded for Skyrim. I do wish the 'Destroy the Dark Brotherhood' mini questline was built upon as it could have been so much cooler and more in depth, for instance once you go to 'Commander Maro he would need proof of Astrid's death rather than just kinda accepting the fact (this could be done with a unique item for Astrid i.e. Blade of Woe or a special ring/necklace) this would count as the 'proving' quest like killing the ice wraiths for the Stormcloaks, taking the fort for the Imperials, framing Brand-Shei with Madesi's ring and the other such quests for their respective factions. Now that you are a member of the Penitus Oculatus he would task you with finding the sanctuary of the brotherhood. An idea for this would be setting up an ambush with a fake target and once the Brotherhood member (my suggestion would be Veezara as he is a lesser used but still important member) had arrived to make the assassination he would be captured, much like the 'To Kill an Empire' quest then the questionable tactics of the Penitus Oculatus would be employed with some torture for information (Veezara would spill the information for games sake on the whereabouts of the sanctuary) he has given the password "Innocence my Brother" and faked you out to the long empty Dawnstar Sanctuary which you along with two Penitus Oculatus members and one Officer or other high rank would explore. When getting to the room ( that you would have of found Cicero in the quest if you had joined the Brotherhood) The Pentius Oculatus officer will go in with the two members and ask you to guard the door. You then hear the howl of a werewolf and the shouts of the Pentius Oculatus. You will run in and see another member of the Dark Brotherhood the Werewolf Arnbjorn in his werewolf form and the bloodied remains of the soldiers on the floor by his feet. A conversation will ensue where Arnbjorn realizes you were the one who murdered his beloved Astrid, he will then tease you about how you will never find the real Sanctuary and he will also mention about something being delivered that will make the brotherhood much stronger he is referring to Cicero and the Night Mother, he then attacks and you have to defeat him and return to Commander Maro with the information, he praises you for the defeat of Arnbjorn and says he will look into the 'Delivery' (meaning the Night Mother) He will send you a courier summoning you to the Pentius Oculatus camp/base 2 days later. (time filled with perhaps a radiant quest from one of the Pentius Oculatus where they send you on a random assignment like one mentioned in the video). Maro will then tell you about the Intel they have on Cicero and the ''Package' he is delivering he will direct you to Loreius farm and you will question Loreius about Cicero, he will tell you about the cart with the large box and a funny jester type fella he will tell you the direction they went and you will follow his directions towards Falkreath until you reach the quest marker at Half-Moon Mill Cicero will have taken refuge with his Vampire friends Hert and Hern leaving the cart outside un-guarded, when you investigate the cart you will find the coffin containing the night mother and then with a grit of your teeth and a sigh of disdain as you hoist yourself into the coffin with the night mother and a short teleportation, loading screen, time passing and you end up in the Falkreath Sanctuary you can hear Cicero's voice getting louder and closer until he flings the doors open on the coffin and is appalled to find you in the coffin you must act quickly and silence Cicero then you have two options to now escape and report this back to Maro. You can either just sneak your way past Nazir, Babette, Gabrialla and Festus Krex to find the exit and escape or you can don Cicero's jesters clothing and walk straight out in a disguise, however you will be stopped by both Nazir and Festus Krex and will need to make a skill check of Speech to get past both times you will over hear the password for the door come up in conversation and it will give you a prompt that you have discovered the way back in. Either way once you are now out of the sanctuary and have worked out the location of the sanctuary you will report back to Maro inform him of your findings, this will then finally start the finishing quest where he takes you and some Pentius Oculatus soldiers to finish the Brotherhood once and for all and you all should know how this quest goes you brutally murder the Brotherhood and once you are done Maro will congratulate you and tell you to come to Castle Dour the next day. At castle dour General Tulius will take you into the courtyard and publicly praise and award you with a unique item (a powerful weapon or Armor) and grant you the title of .............................. (I didn't know what to put any suggestions would be helpful please) this is effectively a thane of Solitude and it gives you a one time get out of Jail free option if you are caught doing a crime. (an extra radiant quest from the same guy as mentioned before could be hunting down the last members just named 'Dark Brotherhood Member' or 'Initiate'. And that would be just a simple idea for a questline with the Pentius Oculatus a little better then the regular Destroy the Dark brotherhood questline I hope you would agree. Thank you if you managed to reach it this far, and Thank you to Imperial Knowledge for another great video keep it up! :D

I really like this idea for a new questline and agree that the current 'Destroy The Dark Brotherhood' questline is too short. I hope that something along those lines is implemented in TES VI.

Personally, I liken the Penitus Oculatus more to the Morag Tong in that its a legally sanctioned organization of killers frequently called upon to ensure the "good behavior" of the nobility within its native province.

Long live the Empire. I killed the Dark Brotherhood for the glory of the Emperor.

Falmer are snow elves. Falmer is just their name in Aldmeris. Also don't forget Knight Paladin Gelebor in the Dawnguard dlc.

They have the coolest armor in the game and loved that i've seen them again in beyond skyrim bruma

@@agenttommy1 The Blades were like the Praetorians, but the PO are probably more like the Auxilia Palatina/Numeroi (when the praetorian guard was disbanded in the later years of the empire, they were replaced by Auxilia Palatina in the west and eventually Numeroi in the east. AP were elite infantry units who also protected the Emperor when he was around. The Numeroi kept their base in a bathhouse in constantinople and protected the Emperor, acting as guards, spies and torturers.)

Dmn...i thought the "destroy the dark brotherhood" quest was dissapointing. it should have been made an entire quest line that was finished by destroying the dark brotherhood and untill then you did other quests for the empire and the emperor titus mede. that would have been hella interesting

I like how Titus Mede II was full well aware of the fact that he was very hated and wasn’t surprised at all by being targeted by the Dark Brotherhood

Great video! I never knew there were TES books, I'll have to get my hands on them. And I am that person who has thousands of hours of playtime under my belt and still haven't done the DB questline. i always side with the Penitus Oculatus, they're my favourite faction in the game.

I have not done the DB quest line yet, thanks!

While I like this new unit, I still prefer old Blades and Dragonguard. Those had some... personality. Penitus Oculatus is unfortunately just another faceless antagonist in the DB questline.

Sure, they have a lot of potential. Hopefully, guys and gals in Bethesda will realize this and give them some background and focus in the new TES. Or maybe they will be completely forgotten because, well, they already failed to protect one Emperor.

In a way, the dudes making the Beyond Skyrim mod have already planned to expand upon the Penitus Occulatus. Sure it won't be canon, but it'll have to do while TES VI doesn't come out.

Cool video about the Penitus Oculatus! It is awesome that you can destroy the Dark Brotherhood. ^^ In my opinion, the penatus oculatus armor is the best Imperial one. You can add it and wear if with console command. ^^

Just kill the agent at the Penitus Oculatus outpost in Dragon Bridge. He's in there alone before any of the Dark Brotherhood quests. If you are a righteous Dragon Born, you can role play that particular agent was corrupt and was plotting against the Emperor.

I joined the empire and won the war before doing the dark brotherhood quest and became Thane of solitude so whenever the Penitus Oculatus agents tried to attack me the guards would come and help me kill them

I know LoTD is not canon and not entirely lore friendly but there is a lot of lore there from previous games and such and so I would love to see at least some of it explained. (Even though I will definitely find videos on this channel just that).

I wonder if the Penitus Oculatus got disbanded as well

Make them resistant but not immune against stealth attacks and give them One-handed boost due to their training! :)

Great video man! Keep them coming! Now, about the Penitus Oculatus - the initiation of the members is extremely generic. The Empire has to pay for their training and acommodation from their early age and if they fail in the first mission, the state loses a well-trained agent. Can the Empire afford such luxury? I think not, consodering their portrayal in TES V. And why woud you throw away people who received specialized training? This doesnt make any sense to me. Man, how can you write such a generic piece of text. Im so sad, because the Penitus Oculatus and the Mede Empire are quite interesting because of tye differences with the Septim Empire. Now, the lore that is made canon makes them so generic and bland... Im so sad.
