Bhagwandin's explanation on why full coverage guarantee is unnecessary is absolute nonsense. That's not how this works. If the law requires full coverage then EXXON would not be pushing to cap the reimbursement at $2 billion in the permits. It means that any amount above that will be the government's responsibility. Waiting for results of litigation when the legislation is contradictory would be extremely time consuming and Guyana is unlikely to prevail. And Guyana has ZERO capacity to ensure safety of oil operations. Bhagwandin needs to stay in his lane (financial analysis). It's a very technical sector and he has no sector knowledge. Kian is correct on this.
