I wonder if this was a scrapped poshly heights doopliss fight of a Pennington clone.

"The Penguin With The Improbably Large Fish (And Toad) Disguise". ... With how his lines are phrased, it makes me wonder if there was a plan for Doopliss to play a larger role in the Excess Express chapter originally, having to deal with potential impostors and duplicates aboard the train. Pennington perhaps would have been using a disguise of his own for shenanigans/idiocy-related reasons, his pleas for mercy being indirect enough (as he never exclaims who he is, he only asks for Mario to let up) to sound like it's just Doopliss again. Perhaps they pulled back because the plots got too convoluted, or the disguises felt overdone after Doopliss's initial attempt? This is all speculation, of course... but it again makes me wonder about all the "could have beens" your TCRF videos regularly unearth.

Overworld appearance is entirely up to the setup file, which doesn't exist, and I had to make.

Isn’t Pennington the detective that keeps calling you Luigi? I think you were meant to be able to battle him as some sort of joke, knowing how Paper Mario is usually written. It could’ve also been teaching you to flee before Gus took that role. Him respawning like that, uh… I forget a lot of this game…
