Yes, and shorting out one or more LED's raises the VOLTAGE across every other LED in the circuit, causing ALL of them to operate with HIGHER current. Bad, because LED's must be CURRENT regulated to prevent over-heating or early failure. The real and safe solution is replacement whole bulb with a new one.
