ASpec, you should look into starnet Ai. It's a mod I've been playing for ages and it has gotten me back into stellaris, the ai feels intelligent for once and gave me a challenge for once even against op empires. This NEEDS more coverage, hope you at least give it a try. I'd recommend everyone look it up as well!

@@RhelrahneTheIdiot exactly. I've thought about this a bit: The PMC civic should be removed. Rename the Naval Contractor one to PMC (just to make it more clear) and slap a small upkeep reduction buff on it. Add a new policy specific to Megacorps, call it something like "Security Work" or whatever actual PMC like to call their job, with 4 options (basically: none, yes for Army, yes for Navy, yes for everything), choosing the PMC civic will force you to have this enabled. You can now create "Contractable Fleets" which people can opnely view when they trade with you (best to implement a system, similar to the one in HoI4 with View License Production, so none of your enemies gain intel) and rent out. The question here is obviously if you or the player who pays you get's to control it and who pays for destroyed ships and stuff. And then add a few exclusive buildings for PMCs, such as "Private Military Academy" which gives the empire you build it in some Admiral/General boost and let's you recruit their race as Admirals/Generals. Or "Private Army Training Grounds" or similar, giving players additional Defense Armies while you can recruit their race as Armies. There's probably more there but TL;DR: I wanna RP as Blackwater

@@NoFlu They should just make a mercenary option for a civilization. Where you can hire out fleets to other empires for a set amount of time. Have it sperate from the megacorps
How I usually play my empire called "Luigi's Pizzaria and Italian Specialities (a legitimate business) TM" is as follows: •Send envoys and make friends with all empires on your borders and whoever they are friends with •Pre-heat the old Luigi family pizza oven •Any empire that does not share a border with you, or is an ally of your neighbour, get's a crime building ASAP •Form nice round pizzas out of the dough which is a Luigi family sercret (probably cocaine) •Use your neighbours as shields to make you harder to directly attack and "expropriate" •Put other ingredients on the pizza (most definetly cocaine) and put it into the oven •If any of your neighbours are in a war, try to sabotage their enemies with your buildings, hoping that the production deficits the crime modifiers bring on the homefront will help your "friends" •Wait until the Pizza is done and pack it up •Basically be a general annoyance to anyone who does not benefit you directly •Deliever the Pizza to your customer (this step may or may not involve a planetary invasion. There is also the chance that a "Pizza" is actually an atomic bomb that is dropped onto the planet durring a siege)

As the Hutt Cartel I established criminal buildings on the capital of my rival: One that steals some of their research, and one that steals their pops, cuts them up and then trafficks their meat in my empire as “Totally Not Space-Fish Fillet”
Some other things worth noting: - There is currently a bug with Criminal Heritage that lets you open branch offices on primitive worlds. This seems to interfere with their ability to reach FTL, but it's a funny way to get a couple cheap branch office buildings that you never have to worry about being closed down. - The Crime Lord Deal planetary decision disables all but the first Criminal Underworld planet modifier plus all other crime events. So if you just can't be arsed to deal with crime, turn that on and ignore it for the rest of the game. (No this isn't a bug, they actually designed it like that. I have no idea why.) - Psionic ascension gives you the strongest anti-crime building in the game, which also adds +5 stability to your planet. This is pretty decent on denser pop planets like ecumenopoleis or ring worlds, both for the stability and because lots of pops means lots of crime. - ... Not that you actually need to go psionic to stop criminal scum, since it only takes five enforcers to block more crime than a criminal branch office with four buildings can ever produce, and three of those enforcers come free with the capital. Recall that planet capital upgrades are available sooner than branch office building slots! - Quick note on buildings: Criminal Heritage corps don't get the Executive Retreat or Xeno-Outreach Agency buildings. These are otherwise known as the best branch office buildings in the game, and it's a massive nerf compared to normal megacorps. - Want to hear something ironic? The Criminal job and several crime events actually reduce a planet's trade value. This is hilariously anti-synergistic with Criminal Heritage's entire mechanic, because branch office energy credit value is half the planet's trade value. They need to keep crime at 75% *minimum* just to break even compared to a normal megacorp.

Yep, they didn't think it through, in reality the types who deal with trade value do very well with corruption. It's the oblivious tax payers and most voters who really are skimmed from. Corporate crime stays under the radar to survive

I don't know if it was just for me but, the AI usually built those enforcers buildings against me so i wasn't just making less energy than a normal megacorp, they shut down my branch offices pretty soon. I constantly had to open them and build it up and that meant these were even worse in terms of influence and energy cost.
Crime itself needs an overhaul IMO, criminal syndicates as an idea are great, but as it stands crime is countered by almost every pop modifier except for pop growth speed. Pops are happy? No crime. Stability is high? No crime. There is too much preventing crime from being a usable mechanic. On the other hand, what if crime was instead a spectrum, like, there's always a little crime, but if your pops are really happy, and there is little struggle to get their basic needs, then the crime is limited to petty crime, or white collar crime, perhaps just reducing the efficiency of certain jobs every once in a while. Maybe even allow other empires to "Use" crime, so a basic empire can use their criminal underground to benefit certain jobs, since while on the books they can't allow illegal substances, if a third party so happened to slip some performance enhancing drugs to your miners, who'd know? Your minders would work harder, the criminals would make a little money, and all it cost you was your self respect. Obviously, I have the advantage of not being a game designer, and it's a lot easier to say than to program, but crime is basically just stability in reverse at the moment, you may as well just have one or the other as opposed to both.

Yes, but no. On topic of exploiting crime to get more bonuses - you'd need to buff empires not affected by crime once again to keep them balanced. Aka all hiveminds that have deviancy instead.

Honestly I feel the easiest would be to just weigh crime against crime fighting and just show crime as a percentage of that e.g 20 crime 30 crime points, crime is 20/50 so 40% crime (numbers would need a bit of balancing) but this would make investing in fighting crime fall off in terms of effectiveness so you'd actually have to weigh up whether you wanted to fight it or do something else.

I think putting up criminal branch offices should have lighter cost on influence and energy, have better yields or lower pop requirement and require the civ to first build anti-crime buildings and hire pops for the job, and have planetary decision to discover your offices before they get expropriation or can shut you down. Maybe not show everyone right away that you are a crime corp and maybe allow you to infiltrate, corrupt and do hostile takeovers for normal megacorp branch offices? It is by far my favourite civ type theme wise but it just doesn't work vs AI. They still start spamming presincts and since bramch offices have such a steep population requirement your profit just doesn't seem worth the while. I've even tried conquering, then releasing and then building branch offices but the sad truth is that the planet itself is way more profitable without the risk of busting up your economy if you're dependant on that income and suddenly get everything shut down.

You don't need a criminal syndicate established on your planet to acchieve a crime lords deal. Criminal syndicates are a pure pain in the arse.
I just wish the mechanics this brings up would actually work with the AI, that either never manages to get 20 pops on their planets, or if they do just sell them all on the slave market instead of expanding planets.
I recently tried playing a Crime Syndicate and unfortunately they are just straight up bad. The AI doesn't make developed enough planets to build many building and will prioritize building precincts to reduce crime. Meaning Crimelords are just worse Megacorps. They get kicked out super easy and lack the ability to defend their expansion. Sad cause this sounds thematically cool.

Yep ... the power of a Megacorp is the corrupting benefit the empires see in that cut of the corps trade. By the time they notice the huge power, they are in too deep and carry on business as usual. Criminal heritage needs a rethink, based on skimming, but allowing also standard corporate deals...

Apparently not even in Stellaris. Playing as megacorp is already bad, and criminal megacorps are Just hardmode
A mechanic that I believe should be a spiritualist spin on the criminal megacorp should be like a cult mechanic that spawns unrest and shit and has the possibility of spawning some of those lovecraftian space horrors in the systems or next to the planets that they’ve influenced heavily.

The best advantage I've found with Criminal Syndicates is that their branch offices can be used as impromptu spy networks in your rival's empires. Other than that, they're almost useless because enforcers are so good at shutting down crime, and they typically don't last all that long.
This is an idea I have for Crime Syndicates, which I'm trying to learn how to code into the game: Crime Syndicates take over crime. The more they establish themselves on a world the more of that world's Underworld they gain control over. As their control of crime increases the number of random crimes that occur decrease. (If everyone is part of their organization, or killed because they didn't join their organization, then no one is fighting over territory. If all the businesses are paying them a fee to do business, and everyone that tried to rob these businesses were made an example of, then no businesses are being robbed. And so on.) So they are actually reducing crime, which provides an incentive for empires to not touch their branch offices if discovered. Otherwise they will have to create more police jobs and potentially deal with a crime event that triggers if there branch offices are removed (They were managing crime. With them gone it's a free for all as groups fight over territory. Takes years to bring that back into line.). However that's not the special thing they can do with crime. Because of the nature of their business they have a large amount of dirt, favors, and people indebted to them. This is mechanically represented through Diplomatic Weight and Favors. The more Branches Offices they have established everywhere the more Diplomatic Weight they gain. When they gain dirt on someone they have the option to turn it into a Favor for something they wish to pass or they could release it to destablize a particular empire. When someone approaches them for a favor, something only they can solve with their criminal expertise, and they perform that favor, they get a favor and dirt in return. This becomes what Crime Syndicates are good at (Galactic Influence). As for their Branch Office profits that's determined by the amount of crime they are reducing (which in reality is the amount of crime they are in control of). This would also include ways for the Crime Syndicate to reduce the effectiveness of police jobs (dirty cops, blackmailing or bribing rulers to look the other way, hiding the true amount of crime that is occurring on a world, etc.) so now if someone tries to build an excessive amount of police jobs Crime Syndicates dealing with it.

I wish there were buildings you could make on starbases that spam enemy planets in range with propaganda, influence planets allegiance, or harm its output in some way.
Instead of xenophile you could go for anything else and subjugate the opposing empires before creating branch offices. Since I have yet to see an AI empire go for independence, you can be pretty sure they'll not declare war on you. Hence, no need for xenophilia.
Make a Criminal Megacorp with Gospel of the Masses and call it Scientology.

Yes. Pops from Barbaric Despoiler or Criminal Syndicates have new trait called "Thugs" that increase crime, among other changes.

@ASpec it would be great to see you do a mod showcase of some of the mods that flesh out crime more. Potent Rebellions, Propaganda and Espionage, Underground Realms, Dynamic Political Events, and Meaningful Crime come to mind.

Criminal heritage isn't a powerful civic to pick for your own empire. On another hand, if you find a criminal syndicate IA, then turn it into a tributary. They make absolutely amazing tributaries. Every time they build a branch office on one of your worlds, instead of fighting it, just negotiate with the crime lords and unemploy all your enforcers. The energy that the syndicate makes out of your worlds is subject to the 25% tax for being your tributary and you get additional advantages from the buildings themselves. The advantage over a regular corporate tributary is that criminal heritage don't need commercial pacts to establish a branch office and they produce more energy and the building bonuses are often better than regular corporate empires. Meanwhile, negotiating with the crime lords will prevent most bad events associated with crime. Specifically, only the criminal underground modifying can happen which will add up to 4 criminal jobs to your planet.
I am upset that there is no unique building for the subversive cult (A temple of prosperity that adds crime)

Only thing that needs overhaul more then criminal heritage are despoilers. And only thing that needs overhaul more then those two is diplomacy.

@@RobBCactive Yeah but automation can be turned off so that's not game design issue (first one deal with Stellaris equivalent of class design second with AI being denser then neutron star). You are not wrong thou, those things are pain. I could also add to that list things like planetary invasion mecahnics being crap, having absolutely no way co coordinate with war allies and influence in general.

eh, i wouldn't say they do it competently, but they do use what they have. Usually you need to wait a long time and donate energy credits to them so they got the funding and influence to open branch offices on your worlds.

If you think about it, it's pretty appropriate that the criminal megacorp playstyle is massive and powerful, but hidden.

Would be nice if there could be a planetary decision for the Syndicate to bribe Enforcers so they're 20% less effective, meaning it will be harder to get rid of the branch office and/or the Front office could also lower the effectivity of Enforcers due to the guize of legality :shrug:
@Aspec any suggestions outside of Gospel you'd have for run attempts? I'm guessing Public Relations might be good to really keep yourself safe and also play the politics game with federations.
My first game as criminal syndicate I was spawned immidetly next to an advanced AI which was protective over me and their 75 pop capital was giving me so much money and since AI doesnt knoe how to replace building they basically had 100% crime for almost all of the game.

This was also my first playthrough, somehow everybody liked me regardless
Crime should be tied in with government policies and edicts. Crime should naturally come out of the demand that isn't met and especially if it is prohibited. Native interference not being unrestricted - a business opportunity. Resettlement, land appropriation, leader enhancement, AI, robotic workers, pre-sapients, refugees, etc. You could have robotic parts smuggling within spiritualist empires, branch office that "helps" land appropriation within xenophile empires, weapon smuggling among non-militarists, etc. Most empires should get some bonuses usually reserved for government ethics they don't have with penalties that are specifically not good for government ethics which they do have. This way, most empires would need to balance the pros and cons of a crime level and suppress or ignore crime accordingly. Than tie in improved faction mechanics so they could get annoyed or happier accordingly. (i.e. materialist faction could be happier with access to the illegal unrestricted native interference than it is with zero access to it). This way you could fight some of the crime by just legalizing previously illegal activity and incentivize crime with extremely prohibitive policy changes.

Nope, smart crime skims and is under the radar, corrupting unseen. Drawing attention is a failure of crime. The crime should benefit in short term all in power, but corrode subtly state effectiveness and efficiency without it being ban obvious stat

@@RobBCactive is a good idea yours but it would ruin the criminal syndicate and crime kid does a lot of things that can damage the planet so if ganna ad more is a really good idea but also could help with situation such splinter groups etc it could be use pain in as or powerful tool to be used
i have 3 planets atm where the ai established crime corps and crime is going up. I did the anti crime campaign and martial law. the stabiliy and happyness is good and their's plenty of other jobs available. One planets crime went down and eventually poofed. but can't seem to get the others too bug. How the hell do i destroy these crime syndacates? Very new to the game so there's a lot i do not understand.

"$10 a month with a yearly subscription." is one of those lies that should be covered under advertising law. If you are paying $120 now for a year that isn't $10 a month, that's $120 a year. If you pay $10 now and each month, that's $10 a month.

Hey, its been a while since i last viewed a video on your channel. I know i am just a number to you, but i wanted to say that i truly miss your stellaris series. The first enjoyable series i watched from you, were the Roman playthrough ages ago. Will you make more series in the future? I bought the game from watching you play, and i enjoyed playing it myself for around 500+ hours. After the big changes to planets and pops, i have not played. Perhaps a new series would generate some more interest :)

You can find a recent epic Roman Stellaris series which features popular game mods, including revised SPAR civics.
Eh... the quality of this video was a little bit less compared to your other videos. Kind of feels like you just didn't actually care to make it all that much. Which is a shame, because I think criminal empires are quite fun and subversive. It's the closest we're going to get to espionage for quite a while, probably.

@@elvimartinez5629 Yup. He talks about how you can get a lot more alloys or consumer goods or whatever if you replace the clinic with something else... but I am NEVER lacking alloys. I buy them wholesale off the market, or trade away extra monthly minerals and food for alloys with allied empires. What you can't get, unless you're able to buy slaves, is more pops faster. And if you're going for a... well, 'morally good' economic empire, pops are what give you trade, and trade makes the galaxy go 'round.

What I don't get though... How are you able to open a Branch Office on an Inward Perfectionist empire? I have an Ecumenopolis Alderson Disk Capital (Gigastructures) as an Inward Perfectionist and my neighbouring Criminal Sindicate was making A FORTUNE out of branch offices. They aren't supposed to! I'm isolated from the rest of the galaxy! They can't enter my empire to start branch offices in the first place! I proceeded to neutron sweep their capital, destroy their petty state and purge all of them via forced labor resetling them all over my empire to work till death

My guess is they sneak in by like bribing your planet security and build em and some of your not so loyal pops let them in and run the branches for em
Much of the Stellaris economy has life lessons, the power of diversity and cooperation, the way a Megacorp's money corrupts. Criminal heritage needs to gain benefits for low level crime, but also nerf by corruption the enforcers and criminal justice system, plus hidden traits on governors and prominent leaders that make precincts hiddenly ineffective, with a peaceful low level of persistent crime that quietly skims a little from everyone. As it stands it's still a half done Megacorp feature, in need of more work

Fan xenophile is 90% of the time a mistake with criminal heritage. the +20% extra trade is not great on criminals for they only make use of it later on with more merchant job/more executive rulers. the Envoys are not only a cheap mechanics to avoid fighting with AI (which is a both a good or a bad thing depending on how you play the game), but it also applies to anything that isn't criminal syndicate so eh. If you're gospell of the masses, might aswell go fan spiritualist to have additionnal starting spiritualist pop and have slightly better bonus. Other than that, some form of autoritharian/xenophobe (for less spent / more income in influence) and perhaps even militarist are doing wonders on criminals. You should have probably mentionned the traditions, since they're slightly different for this type of empire.

If you having problems with crime and you are playing human then just send all your black pops to prison colony that surely gonna reduce crime.

In terms of coverage? Sure.
this civic is worst in game, al will make wars non stop just to make u remove branch and overall u will loose way more than u gained if u rebuild it. it will start war imedietelly to get rid of eat again.,
