a project can be a goal, my goal is to photograph at least one 1 face in nature, 1 flower a day, and at least 1 bird of prey a month for 2024. It makes me go outside and think.

Using a project as a goal setting tool is also a great idea! I love those goals you've set yourself, Dave!
