What makes order 66 more tragic is that the Jedi didn't sense it coming due to their being no malice in the clones, they were just doing what they were influenced to do by the chips in their head.

In the clone wars or rebels, it was showed that the chip in their head pretty much forcing them to kill the jedi. They can't resist it if they could. But luckily Rex due to his close relationship with Ahsoka was able to resist it

I think that Palpatine first wanted to save Padma from death until the moment when Anakin played Obi-Wan on Mustafar and therefore Palatine had a choice of who to sleep with Padme or Anakin and he chose Anakin from Padme, he sucked out the life forces and gave them to Anakin, I think it was because that would ruin the death of Padme

He never planned to save her, because of Anakin's connection with her it was perfect for Sidious to use her death as a way to get him to the Dark side, besides he knew with her alive she would complicate his plans for Anakin
