The only reason he's being allowed to arch Billy is because he gave them a briefcase full of money. Normally it isn't allowed, but he threw enough money at them that they broke the rules for him. The only reason he's not just paying them to be a higher level, is that he doesn't care, he just wants to fuck with Billy. If he wanted to be a higher level he'd gve them another briefcase full of cash. I can't think of anything on Earth that's a true meritocracy, the people who know people, or have money already, will always get farther.

Some people would say this is Level 1. Not me. *Turnbuckle* was Level 1: No skill, no henchmen, no money, no brains even before Action Man blew them out. Saint Cloud is a Level 4: He's independently wealthy enough to drop 6 figures on a lightning gun and ruthless enough to attack his arch's mother (Ineffectively, yes, but he tried), and he has at least one minion. He just needs hardening up.

They also really dumbed him down. He was a decent antagonist in previous episodes. He was no monarch, but he had enough wit and style. Like remember that time he tormented Billy by washing his junk with a puppet from a children’s show? That was good antagonizing.

I think the problem is that his idea of villainy and the guild's idea of villainy, don't quite line up.

Considering that later in the episode a small change to the gun (that being a little upgrade to level 6 ammo) allows it to blast apart massive architecture with one shot, it kinda makes you wonder just how much shit the Venture Bros. world would be in if the OSI and the Guild weren't around to regulate this stuff and turn the whole hero and villain thing into basically a rich version of LARPing. Imagine a villain who didn't give a fuck about rules, Guild guidelines or OSI treaties. You'd have a psycho running around with sci-fi weapons capable of atomizing city blocks. As it stands, the powers that be keep all superheroes and supervillains just pathetic enough to avoid ruining people's days beyond maybe holding up traffic or making a loud ruckus at 2:00am.

I mean, first, we know that there’s organizations of vicious people that specifically exist to kill “a guy dressed regularly and pointing a superlaser at your daughter.” Those villains are the ones who get taken out by either the OSI, the Guild, or (pre-absorbed) Sphinx. Second, the main issue is that Venture Bros is a universe where there are multiple individuals who are 100% capable of leveling more than entire city blocks (even a Level 5 arching obliterated a block, which is addressed by the Guild and OSI during the treaty. Victor Von Helping, a level 5, could feasibly destroy a lot of property). However, because you have more than one villain on that level (and higher), it means that they are more than capable of inconveniencing each other. The Guild seems to be there more for villains capable of mass destruction to be able to wreak havoc without bumping into bigger/equal sized fish. Because when Dr Z levels an entire city block with his robot crabs and suicide bombers, he’s happy. When Wide Wale floods the city block with Dr Z’s favorite grocery store on it, there’s going to be issues. If that theoretical grudge match then somehow inconveniences the slaughterhappy Red Death, only bad things are going to happen for everyone. Ultimately, the bureaucracy is tedious and supposedly “meant to keep everyone weak”, but realistically, everyone is happier when that shit is regulated. There’s only so much mass destruction that numerous villains can carry out without stepping on each other’s toes. If anything, it’s easier to actually have a system intended to monitor mass destruction. When you have systems like the OSI, who are supposed to exclusively fight villains through any means necessary, you can squeeze a lot more trigger happy maniacs into the ranks in the name of peacekeeping (see: Brock Samson, Dr Deep’s level 8 pulse cannon, which actually did level an entire city block, the OSI’s employment of Molotov, Sphinx’s kidnapping of Monstroso, etc etc etc)

We've got some examples of what happens when the treaties aren't followed(or didn't exist). That city block thing was done with a *level 8* weaponry and wrecked the antagonist, so it was a clear EMA violation.

Well the new Sphinx was getting rid of some of the dangerous guys who werent with the guild. And the OSI destroyed the original Sphinx during the pyramid wars after Sphinx supposedly went to far and killed everyone at movie night. So keeping everyone at a Cold War stalemate between the guild and osi is probably best so no one goes rogue and causes too much damage. Which is probably why red death wasn’t willing to pay the PP cause the guild should operate on a level of fear and power when it comes to appearances with other villains. Hard to be top dog when people also think you don’t have the muscle to back it up

So a Guild issued lighting gun is basically shaped like an assault rifle with decs. I suppose the idea is that these are meant to be issued to villains or henchmen with some military experience to provide a familiar form factor.

The platform is just a good one that does not really need to be changed. Pistol grip with forward action and external magazine is as old as the storm rifle STG-44 (formerly MP-44). AR-15/M16 is just a smaller AR-10. Kalishnakovs have a similar form factor and handling. It is just a good design. If looking for a different design and handling (with options for full auto), you would have to look at bullpups and large rifles that weigh 15 to 20 pounds. Otherwise you would be looking at machine pistols like MP-40s and MP5 type guns that handle similar, but use pistol calibre. The 1927 M1A1 (thompson or tommy gun) is close but has a top charging handle and can be awkward to shoulder if not used to it.

I think it's meant to be on purpose; St Cloud looks almost menacing next to the dwarf Billy and skinny Pete, but put up against literally anyone else and you realise how pathetic he is.

"Less like an old woman beat your face", is he referring to Billy's mom kicking the shit out of him? if so, that funny.

I wouldn’t say the presentation was cool if more like surprisingly professional with a touch of dramatics

I think this one is the stock model. They may sell customized models, but you’d have to special request it and it would cost more. Monarch probably just got the stock model since he was just setting up his trainee.

I love how all the weapon terminology when 21 describes the lightning gun is more than 100% wrong. It's a form of art to have everything so precisely backwards, inside-out, and upside down. "Rubberized Titanium stock and hand handguard" - Needlessly expensive, and the rubberized stock will stick to your face and tug out your facial hairs every time you fire the gun. Plus there's no such thing as a rubberized metal, just rubber coated. "Air-resistant charging handle" - Why do you need a charging handle for a lightning gun, and why would air resistance ever be a problem. Also, it's charging the carrying handle, not the gun. "Activation Bolt" - Cause it's a lightning gun, and you're going to activate it. "Energy magazine release" - For energetic magazine releasing. "10 level 1 rated blasts, regulated here at the ejection port" - They named the shooty part after the hole in a real gun where spent casing eject. They didn't call it an emitter, or chamber, or power matrix, they gave it the same name as the hole empty brass comes out of. Genius, I love it. "*Inaduible* at the handle which doubles as a rear sight drum" - (if you know what the first word was, please share) The "air-resistant charging handle" is in the way of where the sights would be. There also isn't room for a drum. There is such a thing as a rear sight drum on some H&K roller delayed guns... and the AN-94, but it's 100% meaningless here. This kind of absurdity is why I love the Venture Bros. There's so much you pick up on when you watch it again and again and again.

Would a level 1 shot of that thing be the equivalent of getting shock by a tazer? I doubt a level 1 weapon would go abobe that.

Not too hard to see why a lot of tech-savvy villains probably make their own weapons. And the ones that don’t? Either power-based combat or more simple weapons, like Monarch’s darts for example.

I find it funny that they made the lightening gun look like an ar-15, cause most of those features would violate the NY safe act, especially within New York city (pistol grip, detachable 10 round magazine, carry handle (not illegal but often hated by anti-gun nuts))

Think of it like a safety. Just like a real gun, you "charge" it and fire. Most handguns don't have safety switches anymore. Just a small lever on the trigger that keeps it from moving in case it's dropped. Rifles still do though.

He said 10 level 1 blasts and a regulator, so he could theoretically blow all ten shots for one stronger shot, but yeah, probably needs to swap out the batteries after ammo runs out. I mean, they are probably rechargable so don't throw them away

Another comment said that the only thing they needed to make it way stronger was to replace the lvl 1 ammo he got Which means that this gun was made to fire much bigger blasts and it’s just being dramatically underused because of guild rules.. That’s probably where all the budget on this thing went, into inaccessible firepower.

While funny, I never liked how they made St. Cloud so pathetic in later appearances In previous episodes he was so threatening, yet after he payed the guild to arch Billy he quickly became a joke. And I'm not sure if thats either from a writing change or to level him down to a "level 1 threat level", but still, its kinda disappointing and is one of the very few gripes I have with the show.

I swear St. Cloud is the one character in this otherwise immaculately written show that got jarringly flanderised. It's weird how they treated him in this episode, his final appearance to date. Every episode we saw him in before he was a legitimate threat in the areas he targeted - the kitsch props that Billy fought for and the island of "Spanakopita" aren't significant in the wider world of villainy, but they were things that Billy and Rusty really, really cared about, and that's what makes for a top-quality arching in this universe. When Sheila, an actual _councilwoman,_ just lifts the purse of her final arch target and calls that an arching, it really makes St. Cloud's schemes look diabolical by comparison. He momentarily bankrupted Billy & White and came close to stealing Rusty's only island of happiness in the world from him. He was confident, unflappable and excelled in his area of petty property acquisition that really got under the skin of those he wanted to bother. With all that in mind, I could never picture him saying something like "Owie I fell on my bum-bum" or bumbling through a window to get beat up by an old woman before this episode - just for a start he was never that hands-on. He was a different kind of pathetic for the purposes of making the Monarch look suddenly competent, and it was all very uncharacteristic. I wish they used a different character for this.

Oh, believe me. If I was given half the time and resources. I would turn St Cloud into a real villain
