Space junk fell on a Canadian farm and SpaceX wants it back, but who's liable?

Debris likely linked to a SpaceX Dragon spacecraft fell on a Saskatchewan farmer's field earlier this year and after being discovered last month, it left people in the community buzzing.
The debris did not appear to cause damage nor did it injure anyone, but as more objects are launched into outer space, it has prompted more questions of who could be liable if someone is injured or killed by such a piece of debris.
Sean Previl explains who can be held liable, what scientists want to see when it comes to "space junk" and what's happening next with this particular object

That looks like part of the landing gear from the first stage of a SpaceX Falcon 9. The most outer part that sits on the ground or possibly were the gear strut attaches to the rocket body. You can see part of the strut fitting. SpaceX needs to rethink this design so these parts are not as dense so they burn up on reentry. Normally SpaceX doesn't put landing gear on their first stage if they are not returning for reuse. Unless there was a problem with one of the flights.

The various governments passed that law, making governments accountable instead of the private company that actually owned the junk, because they knew it would be almost impossible for the average civilian to recoup anything from a government. The government lawyers would drag it out so long that the civilian would go broke and just drop the suit long before any settlement was reached!
