Actually, that is for people with restricted vision. It does nothing, and you can't really press it, but it vibreates when the light is green. You can identify those by the three black dots on yellow background. There's another type that looks pretty similar, but you can press it, and it usually has red lights, which start blinking when you press the button. Those are actually to turn the light green. Be safe out there, german streetnorms can be confusing:)

You actually don't have to press the "button" The box is for blind people who cannot see traffic lights. It emits clicking noises to tell them if the traffic light is green or red, so that they know when it will be safe to cross the road (I think it is slow clicking for stop and fast clicking for go, or maybe the other way around, not sure). Sometimes there also are traffic lights which have buttons that must be pressed, but those look different and they don't have the blind-people-symbol on it (three black dots on yellow background)
