No, they only blurred the inches so we would focus on the centimeters. They are basing the tutorial on cm.

I know it's off the subject, but what kind of steamer would I buy for hats? Can I use a hand steamer for clothes or is there a special one?

Yes that works perfectly well. You can also use a sock to help the steam disperse. I wouldn't recommend holding it closer than 6 inches. Also suggest wearing a glove that is thick so you don't burn your hand
