    Due to different cuts and lengths, this is the first time I noticed how uncomfortable this situation really could have been in real life, especially how stressed the minister could have become because of his meddling civil servant. I assume my reaction can largely be attributed to how this clip is cut and selected.

    I concur with your perspective on this issue. It's evident that the civil servant is excessively intrusive and is unwilling to acknowledge that he cannot participate in the consultation. Such behavior not only imposes undue stress on the minister but also hampers the consultation process.

    I would say your reaction is just what the creators of this episode intended. Humphrey is afraid of being replaced as head of the Civil Service, and he's trying to weasel his way into this meeting to defend his position. He's used to being in control of situations, so this really throws him off. Of course he's behaving completely inappropriately, but politicking goes on as much inside government as outside. 😉
