You can be sure the writers knew that. They quite often had Bernard show a rather unexpected erudition, as here. I'd bet in a draft script they had him inform the PM that "thank me no thankings" was actually a line from Romeo and Juliet.

At the end of each episode, someone says "Yes Prime Minister" at the end of this one, Humphrey *growls* the words through clenched teeth
One of the best Sir Humphrey scenes. Even in a panic he is more well spoken than you and I could ever be
The Key is perfection from beginning to end.
Nigel Hawthorne and all the cast are just brilliant.
This is the best scene ever done in the entirety of this series!
Truth be told Dame Margaret Tatcher was a big/major fan of the series and consented/allowed that the outside scenes seen were being tapped on location outside of the real Nr.10.
I'm pretty sure "open the bloody door!" is the most profanity we hear from Humphrey in the entire show

Am I the only one who thinks Bernard has superior command on the English language
I tried to share the link to this video on Facebook and it was refused as a breach of their community standards. Any idea why? I’ve shared loads of videos on my wall without any problem.
Men do not act like how the prime minister did...you do not (in a government institution) spend time with women (whatever their job title) in the office and close out other male advisors or colleagues, no matter how intolerable...he should have just taken, the lady to a hotel, it's not like the government would stop running; and ministers have flexible hours, if it's me the minister I will come to work for just an hour towards knocking of time.

She is one of his allies, and Humphrey his opponent (in this episode at least). Gender doesn't really come into it.
