It's basically a roux made with oil, flour, the scallion whites, and some spices. It gives the cong you bing a layered texture. It's similar to the oil and flour paste used in lacha paratha, except the paste used in lacha paratha is uncooked and is usually just oil and flour but it functions in a similar way. Chinese cooking demystified has a video on how to cook cong you bing. They explain the paste there.

Yes, sometimes they have this trust system. It’s more hygienic as she does not have to touch the notes which can be quite filthy at times.

これ美味しんぼに出てた饅頭だ これスープに入れてラーメンみたいに出したら美味いんじゃね なんか日本て食の鮮度と見栄えにだけこだわりすぎて、 アイデアとか組み合わせとかものすごく遅れてる気がしてきた。

Some kind of fat, perhaps butter. It’s really thick though.
