did you not need to skim the wall after removing wall papers? When is it needed?

For me it worked like this.
Very good job after use fabric condition good get wallpaper off. paint job after good

It came of easily but my decorator said it will not hold the paint, therefore requiring more wallpaper. I'd rather not.
