Your first "Weird fish", as Mr. Popov called it, was very likely an anadromous Brown Trout (Salmo trutta) and yes the do exist in the Pacific Northwest, especially the Tributaries of the lower Columbia!!

They are still attached to the membrane . But then you use the egg loop knot that's on the hook , with several Half hitches, which make it look like a clump of eggs. Watch a how to on egg loop knots for bait. It'll make sense
