On 7th April 1995 at the first anniversary of the Rwanda Genocide, or Kwibuka, when the victims of the genocide were laid to rest, Uganda was represented by Her Excellency Nalongo Dr Specioza Wandira Naigaga Kazibwe, who was vice president of Uganda from 1994 to 2003.
The shortest speech of the day was by Vice President Major General Paul Kagame, whose depth of feeling needs no emphasis. His speech was followed by an apology from the United Nations Organisation, whose famous peacekeepers had fled Rwanda when trouble started.
At the end, Uganda’s Vice President Mama Spe Wandira Kazibwe bravely toured the sites where the mangled and putrefying corpses of the genocide victims still lay in profusion.

    Thank you Mr owanapedia for sharing this good history. I heard that president Kagame came in power in 1994 but this ceremony of 1995 shows Kagame as vice President. Why?

    You Interahamwe guys used civilian refugees as human shields and refused to evacuate the camps because you were afraid to return to the villages where you committed the crimes of genocide. Never complain about Covid when you refused to wear a mask!

    Some interahamwe are coming out of the woodwork complaining that Kagame did not stop them from raping and murdering their own relatives and neighbors. They didn’t know doing so was wrong, according to them. Only Kagame knew.

    Kagame could seize Kigali much faster and stop the killings of his compatriots but he never speeded up his advance . He deliberately sacrificed the inner tutsis for Ugandan diaspora.He confirmed it saying to Dallaire "who's fate is to die - will die, if this is a price , we'll pay. "

Who was claiming it was a “million or so” one year on? Without any further mass graves being discovered, as Kagame mentions. Kagame may simply assume there are more, but having been in the midst of it , he would know for sure there are undiscovered graves. Alternatively, that was the number that was agreed on to be needed to be exterminated.
